Role overview

Commercial and cost responsibilities

• Interpret contractual obligations, responsibilities, and liabilities; provide commercial advice and draft correspondence.
• Prepare budget estimates, measurement and costing analyses, tender procedures, purchasing targets, and contract documents.
• Improve procurement processes, prepare tender documents, participate in evaluations, and recommend contract awards.
• Manage project costs from initial estimates to final figures; prepare project cost estimates, review cost analyses, and maintain cost reporting systems.
• Prepare and monitor cash-flow forecasts, estimates, and cost-control systems; forecast labor, material, and subcontractor costs.
• Identify financial and contractual risks and address them through detailed analysis, project reports, and financial close-out documentation.

Valuations and project coordination

• Prepare contracts, budgets, bills of quantities, and activity schedules; forecast trends and anticipate budget or milestone problems.
• Carry out monthly valuations of work in progress, negotiate variations, resolve disputes, process third-party documents, certify monthly valuations and final accounts or payments, and control contract expenditure.
• Manage commercial vetting and supply-chain engagement, analyze quotations with the Contracts Manager, and support day-to-day project delivery.
• Delegate tasks to Quantity Surveyor staff, set objectives, monitor KPIs, and coordinate with engineers and stakeholders through site visits and meetings.
• Ensure compliance with Quality and Safety Management Systems.

Qualifications and experience

• Bachelor's degree in civil or architectural engineering, or equivalent, from an internationally recognized university.
• Over 7 years of experience in commercial roles on large projects; KSA and private-sector experience is preferred.
• Experience in cost management and quantity surveying on large-scale developments; consultant or PMO experience on government projects is a plus.
• Professional accreditation from the Saudi Council of Engineers.
• Knowledge of implementation supervision, software, design, inventory, invoicing pricing, commercial matters, construction methods, implementation, and materials.
• Strong organizational, communication, teamwork, and multitasking skills.
• Fluent written and spoken English is mandatory; Arabic is desirable.
