Requirements
- Minimum **Bachelor’s Degree in Engineering** or a related discipline.
- Degree obtained from **North America, Western Europe, or Australia**.
- Chartered Membership in a relevant professional body (**Chartered QA/QC Engineer**) is preferred and would be an advantage.
- Physically fit to enter and work in confined spaces and capable of undertaking competency assessments to the required level (essential).
- Minimum **10 years of relevant work experience**.
- Proven experience in implementing and maintaining Quality Management Systems (QMS) in accordance with **ISO 9001** and **ISO 50001** standards.
- Experience working in a multidisciplinary organization, preferably in the Middle East.
- Extensive knowledge of Health, Safety, and Environmental policies, procedures, and regulations.
Key Responsibilities
- Review annual Quality Plans submitted by Framework Contractors and ensure compliance with organizational quality policies, processes, procedures, and standards.
- Conduct inspections of Framework Contractors’ work activities to verify compliance with contractual quality requirements.
- Review Inspection and Test Plans (ITPs) submitted by Framework Contractors and monitor their proper implementation, identifying areas for improvement where necessary.
- Support DNO&M internal audits and conduct second-party (Business-As-Usual) audits of Framework Contractors.
- Review Contractors’ QA/QC reports, Non-Conformance Reports (NCRs), observations, and inspection records.
- Coordinate with Framework Contractors to ensure timely and effective resolution of Technical Queries (TQs), Concession Requests (CRs), and Non-Conformance Reports (NCRs) within DNO&M catchment zones.
- Monitor contractor performance and recommend corrective and preventive actions to maintain quality standards.
- Ensure compliance with applicable quality standards and continuous improvement initiatives across DNO&M operations.

- Quality Management Systems (**ISO 9001, ISO 50001**).
- Quality Assurance and Quality Control practices.
- Internal and External Auditing.
- Inspection and Test Plan (ITP) implementation.
- Non-Conformance Management (NCR), Technical Queries (TQ), and Concession Requests (CR).
- Contractor and Contract Management.
- Health, Safety, and Environmental Compliance.
- Strong analytical, communication, and reporting skills.
- Experience in multidisciplinary environments and Middle East projects is highly desirable.
