Overview

Qualifications

• Bachelor's Degree or higher in Engineering or a related discipline.
• Degree obtained from **North America, Western Europe, or Australia**.
• Accreditation from the **Institute of Asset Management (IAM)** or equivalent is preferred.
• Chartered Membership in a relevant engineering discipline is an advantage.

Experience

• Minimum **30 years of experience** in the water and wastewater industry, preferably within the public sector.
• Strong knowledge and experience in international Asset Management best practices and their implementation within organizations.
• Experience in change management and business transformation is preferred.
• Demonstrated experience in establishing and embedding new Asset Management functions.
• Experience working in multidisciplinary organizations, preferably in the Middle East.

Key Responsibilities

• Advise and support the DNO&M Manager in ensuring the Department contributes positively to Ashghal's mission and corporate strategy.
• Lead the integration of Ashghal's Vision and Values into the culture of the Drainage Networks Operations and Maintenance Department.
• Continuously review objectives, risks, and KPIs, and implement improvements where required.
• Ensure departmental plans and performance are delivered within approved budgets and timelines.
• Maintain the highest standards of professional conduct, ethics, and integrity.
• Provide expert technical, strategic, and operational advice on all aspects of Asset Management within DNO&M.
• Evaluate and recommend improvements to organizational structures, policies, strategies, procedures, and practices to support the transformation of DNO&M.
• Advise on risk management, operational performance, and service delivery improvements to ensure sustained achievement of departmental objectives.
• Communicate and promote the principles and practices necessary to deliver organizational and service transformation.
• Represent DNO&M interests and support departmental initiatives as directed by the DNO&M Manager.
• Prepare regular and ad hoc reports, identify trends and issues, and recommend appropriate actions.
• Undertake additional assignments and represent the DNO&M Manager in meetings when required.
