Role overview

Responsibilities

• Develop and implement the Project Quality Plan, inspection procedures, checklists, and quality-control systems.
• Manage quality across roads, bridges, structures, utilities, drainage, earthworks, asphalt, concrete, and related infrastructure.
• Review method statements, Inspection and Test Plans, material submittals, shop drawings, and technical documents.
• Coordinate material inspections, site inspections, laboratory testing, and work approvals with consultants and project teams.
• Lead QA/QC engineers, inspectors, laboratory personnel, and subcontractor quality teams; monitor supplier and subcontractor compliance.
• Raise, track, and close non-conformance reports, observations, and corrective or preventive actions.
• Conduct internal audits and support client, consultant, and authority audits; analyze trends and drive improvements.
• Maintain calibration, inspection, testing, and approval records; prepare quality reports, handover dossiers, and close-out files.
• Promote quality practices that reduce rework, defects, and construction waste.

Required qualifications and experience

• Bachelor’s degree in Civil Engineering or a related engineering discipline.
• 15–20 years of QA/QC experience in roads, highways, bridges, infrastructure, or major civil/EPC projects.
• Relevant UAE/GCC experience; RTA road or infrastructure project experience in Dubai is preferred.
• Strong knowledge of roadworks, earthworks, asphalt, concrete, structures, utilities, drainage, material testing, ISO 9001, project specifications, and inspection requirements.
• Experience with quality audits, NCR management, root-cause analysis, corrective actions, and project handover.
• Strong leadership, communication, coordination, documentation, and reporting skills.
• ISO 9001 Lead Auditor certification or equivalent is advantageous.
