Overview

We are looking to hire a

Procurement Specialist - Governance & Compliance

who will be responsible for driving procurement compliance, strengthening Source-to-Pay controls, and enhancing contract governance frameworks for our

semi-government

client based in

Dubai.

This role is a

6-months maternity cover.

The role sits within the

Supply Management – Category Management Department

and reports directly to the

Director – Category Management

.

We are looking for a passionate

Procurement Specialist - Governance & Compliance

who is committed to ensuring end-to-end procurement governance, regulatory compliance, and continuous process improvement across the Procure-to-Pay lifecycle.

You should have strong experience in procurement controls, audit coordination, risk assessment, ERP systems, and contract compliance.

Key responsibilities

  • Lead ongoing
  • compliance monitoring across the Procure-to-Pay (P2P)
  • lifecycle, ensuring all procurement activities align with management-defined controls, internal procurement policies, and regulatory guidelines.
  • Conduct regular compliance reporting and generate periodic control reports to identify policy deviations, gaps, and risk exposure areas, ensuring corrective actions are implemented promptly.
  • Review and validate Purchase Orders and procurement transactions to ensure adherence to approval matrices, sourcing procedures, and contract coverage requirements.
  • Identify process gaps within procurement operations and work proactively with stakeholders to rectify non-compliance issues in a timely manner.
  • Act as the primary coordination point during audits conducted by Financial Authorities and Government Regulatory Bodies, ensuring full documentation readiness, compliance validation, and timely closure of audit findings.
  • Maintain and update compliance trackers and reporting files using advanced Excel (including complex formulas, pivot tables, and data validation controls) to support procurement governance dashboards.
  • Support and maintain existing Tableau dashboards by ensuring underlying Excel data sources are accurate and regularly updated.
  • Ensure procurement activities comply with UAE regulations, including familiarity with relevant frameworks such as
  • UAE Law No. 12 (Contracts and Warehouse Management in the Government of Dubai)
  • and applicable government procurement requirements.
  • Collaborate closely with internal stakeholders including Business Technology, Legal, Governance, Risk Management, Insurance, and various Procurement units (Category Management, Performance Management, and Operational Procurement teams) to ensure alignment and adherence to procurement standards.
  • Knowledge, skills & experience:
  • Bachelor’s degree in Business, Finance, Supply Chain, or related field.
  • Professional Procurement qualification (e.g., CIPS) is highly preferred.
  • Minimum 3 years of relevant experience in Procurement, Audit, Risk, or P2P/S2P governance roles.
  • Strong understanding of contract management and compliance within regulated environments.
  • Experience working with ERP systems and Advanced Excel.
  • Knowledge of internal audit processes, risk management frameworks, and procurement governance.
  • Strong stakeholder management skills with the ability to influence at multiple organizational levels.
  • Experience in procurement process reengineering and control standardization is an advantage.
  • Exposure to supplier performance management and compliance monitoring.
