Role overview

Strategy and operational planning

• Contribute to KAAP strategy, work plans, KPIs, policies, procedures, and guidelines and support their effective implementation.
• Contribute to the annual budget, ensuring adequate human, material, and financial resources.
• Arrange memoranda of understanding between IsDB, KAAP, and relevant governments or authorities.

Project management

• Identify development projects, prepare project charters, obtain approvals, and define investment, resources, clearances, timelines, and beneficiaries.
• Prepare technical and commercial documents and issue tenders or RFPs; appoint consultants and suitable contractors.
• Plan and monitor project execution, address quality or delivery issues, and secure required approvals and clearances.
• Arrange staffing and training when needed, perform completion quality checks, and coordinate snag rectification.
• Arrange takeover, approve contractual payments, and hand completed projects to beneficiaries.
• Prepare or manage media materials related to projects or the program when necessary.

Reporting and knowledge sharing

• Submit periodic progress and handover reports to program and bank leadership and report issues requiring intervention.
• Track other agencies’ development work, share best practices, and pursue collaboration across IsDB units.
• Coach and develop junior staff and participate in setting and monitoring unit and individual objectives.

Education and experience

• A master’s degree in Civil Engineering is required.
• At least 10 years of end-to-end project implementation experience is required; multilateral-sector experience is preferred.
• Professional project-management certification or education, such as PMP, is preferred.

Languages and skills

• English and Arabic are mandatory; French is preferred.
• Advanced project management, contracts and procurement management, planning, and use of planning software are required.
• Relationship building, time management, cost and quality consciousness, and report writing are specified skills.
