Role overview

Submissions and approvals

• Prepare and submit permit and NOC packages across project phases to Abu Dhabi authorities, including DOT, ADDC, ADSSC, DM, ADDED, TASAREEH, Miral, and telecom providers.
• Operate authority portals; prepare forms, covering letters, and supporting documents; coordinate required drawings, calculations, and reports with the design consultant.
• Track cases and approval dates, follow up with authorities, review comments, coordinate responses, resubmit revised packages, and escalate delays.
• Communicate NOC conditions to construction and design teams and support construction, road-opening, and utility-connection approvals.

Coordination and reporting

• Act as the project's primary contact with Abu Dhabi authorities; attend meetings and site inspections and maintain relationships with authority representatives.
• Coordinate permitting timelines with engineering, design, construction, commercial, and planning teams; report status, risks, and critical-path issues.
• Maintain an organised archive of submissions, authority correspondence, approvals, and conditions; monitor changes to procedures and requirements.

Qualifications and experience

• A bachelor's degree in Civil Engineering, Urban Planning, Architecture, or a related discipline is mandatory; a relevant postgraduate qualification is advantageous.
• At least 8 years of Abu Dhabi permitting, NOC management, and authority-approval experience is mandatory.
• Must have managed multi-authority approvals on large-scale residential, mixed-use, or infrastructure projects and submitted directly through relevant Abu Dhabi authority portals.
• Design & Build experience and understanding of permitting interfaces with design delivery and construction sequencing are required.
• Yas Island or Miral process experience is highly advantageous.

Technical skills and other requirements

• TASAREEH proficiency and hands-on ADDC, ADSSC, DOT, and DM portal experience are mandatory.
• Ability to interpret civil, infrastructure, and MEP drawings, site plans, and technical reports; AutoCAD for basic mark-ups is advantageous.
• Strong Microsoft Office skills, particularly Excel; familiarity with document and project management systems.
• A valid UAE driving licence and excellent written and spoken English are required; Arabic is a significant advantage.
• Must be organised, detail-oriented, able to manage simultaneous submissions under programme pressure, and confident communicating with authorities.
