Outdoor Adversiting Manager (Russian Speaker)

Role overview

Site development and delivery

• Scout and evaluate billboard locations; conduct feasibility assessments and site surveys.
• Secure permissions and approvals through liaison with government bodies, municipal authorities, and regulators.
• Ensure compliance with laws, regulations, and zoning requirements across the Emirates.
• Oversee billboard development from concept through execution, managing timelines, budgets, and quality.
• Coordinate creative teams and designers on billboard concepts and approvals.
• Manage contractors, vendors, and engineering teams during construction; monitor progress, budget, and timely delivery.
• Present proposals and negotiate with landowners, authorities, and service providers.

Required qualifications

• Minimum 7–10 years of relevant experience in outdoor media, infrastructure development, or real estate.
• Strong network within UAE municipal and governmental entities.
• In-depth knowledge of Emirate-specific and federal laws concerning billboard placement and construction.
• Demonstrated budgeting, project management, and construction coordination experience.
• Fluent in English; excellent communication, negotiation, and presentation skills.
• Valid UAE driving license and willingness to travel frequently.

Preferred qualifications

• Arabic proficiency is highly preferred.
• A degree in Civil Engineering, Urban Planning, Advertising, or a related field is preferred.
• Previous OOH media development experience and strong understanding of the UAE advertising regulatory landscape are preferred.
