The Lifting Appointed Person (Offshore) is responsible for the safe planning, authorization, and execution of all lifting operations offshore.
The role ensures strict compliance with applicable international standards, project requirements, and UAE offshore safety regulations.
The incumbent will oversee critical lifting activities in a high-risk offshore environment, ensuring operational safety, efficiency, and regulatory adherence.
The position operates in challenging offshore conditions, including high ambient temperatures, humidity, and direct sun exposure, requiring strong technical judgment and strict adherence to safety protocols.
Key Responsibilities
- Develop, review, and authorize lifting plans for routine, non-routine, and critical lifts
- Verify load calculations, crane configurations, rigging arrangements, and lifting methodologies
- Ensure all lifting activities comply with LOLER, LEEA standards, and project-specific procedures
- Assess environmental conditions (wind speed, sea state, and heat stress factors) prior to execution
- Act as the designated authority for all lifting operations offshore
- Supervise crane operators, riggers, banksmen, and supporting teams during lifting activities
- Ensure correct selection, inspection, and usage of lifting equipment and accessories
- Suspend operations immediately in case of unsafe conditions or non-compliance
- Enforce offshore HSE standards and Permit-to-Work (PTW) systems
- Conduct pre-lift briefings and toolbox talks for all lifting operations
- Ensure all lifting gear is certified, inspected, and properly color-coded
- Identify hazards and implement control measures to mitigate lifting risks
- Coordinate with construction, marine, logistics, and HSE departments
- Maintain effective communication with crane operators and lifting teams during execution
- Liaise with project stakeholders to ensure alignment on lifting schedules and priorities
- Review and approve lifting permits, risk assessments, and method statements
- Maintain lifting registers, inspection records, and certification documentation
- Report incidents, near misses, and deviations in accordance with company procedures
- Prepare post-lift reports and support audit requirements
Qualifications
- Diploma or Degree in Mechanical, Civil, or Marine Engineering (preferred)
- LEEA certification or equivalent lifting competency qualification
- Certified Appointed Person (Lifting Operations) – mandatory
- Valid offshore safety certification (BOSIET / HUET or equivalent)
Experience
- Minimum 8–12 years of experience in lifting operations
- At least 3–5 years of offshore oil & gas or marine construction experience
- Strong exposure to heavy lifts, tandem lifts, and complex lifting operations
- Prior Gulf / UAE offshore experience will be an advantage
