Learning & Development Manager

Job summary

Key responsibilities

• Develop and implement the company's L&D strategy in line with organizational objectives and construction project requirements.
• Identify training needs across technical and non-technical employee groups.
• Design and deliver programs on construction methods, technical skills, site procedures, safety, quality, productivity, and operational efficiency.
• Organize technical training for Civil, MEP, QA/QC, HSE, planning, engineering, and construction management teams.
• Develop non-technical training on communication, leadership, teamwork, time management, professional behavior, conflict resolution, and supervisory skills.
• Conduct induction and orientation for new employees, site workers, and management staff.
• Coordinate with project and construction managers, HR, HSE, QA/QC, and department heads to address competency gaps.
• Prepare annual training plans, calendars, budgets, and employee development programs.
• Deliver toolbox training, demonstrations, workshops, classroom sessions, and on-site training.
• Evaluate training through assessments, feedback, performance reviews, and site observations; monitor development and performance outcomes.
• Maintain competency assessments, employee training records, attendance, certificates, and reports; coordinate external providers and certification bodies.
• Support succession planning, career and leadership development, and talent management; report training activities, costs, participation, and effectiveness to management.

Qualifications and experience

• Bachelor's degree in Human Resources, Business Administration, Education, Training & Development, Engineering, or a related field.
• Minimum 15 years of experience in Learning & Development, Training Management, or Workforce Development.
• Proven experience with building construction or contracting companies in the UAE.
• Experience training technical and non-technical employees, including site-based workers and management.
• Strong understanding of construction operations, site activities, competency requirements, and technical training needs.
• Experience developing training strategies, conducting Training Needs Analysis, and evaluating training effectiveness.
• Knowledge of UAE construction practices, occupational health and safety training requirements, and relevant compliance standards.
• Experience managing training budgets, training providers, competency assessments, and employee development plans.

Required skills and competencies

• Excellent communication in English and Hindi.
• Strong presentation, facilitation, coaching, interpersonal, leadership, organizational, and team management skills.
• Ability to work with employees and workers from different cultural and educational backgrounds.
• Ability to conduct practical training at construction sites and classroom-based sessions.
• Strong planning, coordination, reporting, and problem-solving skills.
• Proficiency in MS Office and training documentation systems.
• Ability to manage multiple training programs across projects and locations.
