Plant and Machinery - Asset Director

Role overview

Strategy and fleet management

• Develop PMV strategy, policies, procedures, and operational plans aligned with company objectives.
• Plan equipment acquisition, replacement, disposal, fleet expansion, and modernization.
• Oversee heavy construction equipment, mobile machinery, lifting equipment, trucks, buses, light vehicles, generators, and other PMV assets.
• Manage equipment allocation, mobilization, demobilization, utilization, and transfers between projects.
• Monitor equipment performance, operating hours, fuel use, productivity, and maintenance costs.

Maintenance and procurement

• Direct centralized and project-based workshops, maintenance facilities, and technical support teams.
• Implement preventive and predictive maintenance, timely repairs, overhauls, and refurbishment.
• Reduce unplanned downtime and extend asset life; ensure critical spare parts, tools, diagnostic equipment, and technical resources are available.
• Plan equipment procurement against current and projected project needs; evaluate specifications, suppliers, dealers, rental companies, and manufacturers.
• Review technical and commercial proposals, prepare PMV CAPEX and OPEX budgets, assess purchase-versus-rental costs, and manage asset replacement or disposal.

Financial management and leadership

• Monitor PMV operating costs, maintenance, fuel, spare parts, manpower expenses, and equipment cost per operating hour or project.
• Review monthly performance reports, budgets, forecasts, and financial KPIs; improve cost control and return on investment.
• Lead Plant Managers, Fleet Managers, Workshop Managers, Engineers, Mechanics, Electricians, Operators, Drivers, Supervisors, and support staff.
• Set responsibilities, KPIs, reporting structures, and performance standards; develop teams and plan manpower.

Project coordination, safety, and performance

• Coordinate with Project Directors, Project Managers, Construction Managers, Procurement, Finance, HR, and HSE departments.
• Prepare fleet allocation plans, deploy equipment to construction sites, resolve operational issues, and maintain communication with sites.
• Ensure UAE legal, authority, and company HSE compliance, including equipment inspections, certifications, testing, and maintenance.
• Promote safe machinery operation and ensure operators and drivers are licensed, trained, and competent.
• Investigate major equipment incidents and implement corrective actions.
• Monitor KPIs including equipment utilization and availability, fleet productivity, breakdown frequency, maintenance cost, fuel consumption, and repair turnaround time.

Requirements

• Experience and capability to direct plant, machinery, and asset operations supporting multiple large-scale construction projects.
• Ability to lead a large PMV organization comprising managers, engineers, technicians, operators, drivers, and support staff.
• Knowledge of equipment procurement, fleet planning, maintenance, and cost management.
• Ability to ensure equipment and vehicles meet UAE regulatory, inspection, certification, and company HSE requirements.
