Assistant HSE Manager

Role overview

Responsibilities

• Develop, implement, and maintain HSE policies, procedures, and site-specific safety plans.
• Lead hazard identification and risk assessments for high-risk construction work, including lifting, excavation, electrical work, scaffolding, and confined spaces.
• Supervise and mentor onsite HSSE officers and coordinators across project locations.
• Conduct scheduled and surprise inspections, audits, and walkthroughs, including permit-to-work compliance checks.
• Manage incident reporting and root cause analysis, and monitor corrective and preventive actions.
• Coordinate HSSE training, toolbox talks, and awareness campaigns for workers and subcontractors.
• Ensure compliance with UAE Labour Law and relevant Dubai authorities; facilitate regulatory inspections and client audits.
• Oversee emergency plans, drills, and coordination with Dubai Civil Defence and onsite medical resources.
• Enforce permits for hot work, electrical isolation, confined space, and working at height.
• Assess contractor and subcontractor HSSE performance through prequalification, inductions, and ongoing monitoring.
• Maintain HSSE records and report performance to senior management.
• Manage waste segregation, dust and noise controls, spill prevention, and pollution mitigation.

Qualifications and experience

• Bachelor’s degree in Safety Engineering, Environmental Engineering, Civil Engineering, Occupational Health, or a related technical discipline.
• NEBOSH Level 6 Diploma in Occupational Health and Safety Practice or equivalent advanced professional safety qualification.
• At least 15 years of progressive construction or building-contracting HSSE experience.
• At least 4 years in a managerial role overseeing multiple projects or large-scale construction operations.
• At least 7 years of experience on high-rise building projects.

Preferred qualifications

• ISO 45001 Lead Auditor or Lead Implementer, IOSH Chartered Membership (CMIOSH), Certified Safety Professional (CSP), and ISO 14001 Environmental Management qualifications are highly preferred.
