Lead Engineer – Civil Procurement

Key Responsibilities
- Develop procurement plans for civil packages and identify long-lead items
- Prepare technical requisitions, RFQs, and tender documents
- Lead technical bid evaluations and make award recommendations
- Prequalify and manage civil vendors and subcontractors
- Coordinate inspections, vendor submittals, and delivery tracking
- Identify cost savings and procurement risks
- Lead and mentor the civil procurement team
- Support local content (IKTVA) targets
Requirements
- Bachelor's degree in civil engineering
- 8+ years of experience in civil procurement (EPC, industrial, or construction)
- Strong knowledge of civil materials and standards (SBC, ASTM, ACI)
- Experience with Oracle or similar ERP systems
- Knowledge of the Saudi supplier market
- Fluent English
