Role overview

Lead HSE management for large-scale utility renewable energy projects, including solar PV, battery energy storage, balance-of-plant infrastructure, electrical facilities, and grid connections.

Support development and delivery across head-office coordination and multiple project sites, promoting safe, compliant, environmentally responsible delivery.

HSE leadership and project controls

  • Lead and improve the project HSE management plan and procedures in line with applicable legal, regulatory, organizational, and contractual requirements.
  • Provide HSE leadership during development, design, procurement, construction, commissioning, and handover.
  • Coordinate HSE matters with project leadership, contractors, consultants, equipment manufacturers, utility and grid stakeholders, and authorities.
  • Establish governance covering renewable generation, storage, electrical works, substations, grid interfaces, temporary facilities, and logistics.
  • Review designs and execution plans to reduce risks using the hierarchy of controls; approve contractor HSE plans and task-specific documentation.
  • Lead risk assessments for electrical and battery works, lifting, work at height, excavation, confined spaces, hot works, interfaces, and simultaneous operations.

Site assurance and incident management

  • Manage and mentor HSE personnel across work fronts and conduct inspections, safety walks, audits, and joint inspections.
  • Monitor contractor HSE performance and corrective actions, ensuring findings are closed promptly.
  • Deliver inductions, briefings, awareness campaigns, and targeted training.
  • Maintain emergency arrangements for construction, electrical, battery, fire, environmental, and medical incidents.
  • Oversee incident notification, investigation, root-cause analysis, lessons learned, and corrective or preventive actions.
  • Coordinate waste, spill, dust, noise, hazardous-material, biodiversity, and regulatory controls; prepare reports and dashboards and facilitate HSE meetings.

Qualifications and experience

  • Bachelor’s degree in engineering, Occupational Health and Safety, Environmental Science, or a relevant discipline.
  • At least 15 years of relevant HSE experience, including major power, renewable energy, energy storage, electrical infrastructure, or similarly complex construction programmes.
  • Relevant professional HSE qualification; NEBOSH International General Certificate is the minimum.
  • Demonstrated HSE leadership on large-scale, multi-site construction projects with multiple contractors and interfaces.
  • Knowledge of utility-scale solar PV, battery storage, high-voltage systems, substations, grid connections, construction HSE, contractor assurance, design risk, commissioning, and energization.
  • Strong leadership, influencing, stakeholder management, communication, facilitation, investigation, and report-writing skills; able to prioritize risks and challenge unsafe practices.
  • Proficiency in Microsoft Office and digital HSE reporting or action-tracking systems.
  • NEBOSH Diploma or equivalent advanced qualification is preferred; professional HSE membership or certification is preferred.
  • Solar PV and/or battery storage project experience is strongly preferred; high-voltage, grid, commissioning, and energization experience is desirable.
  • UAE or wider Middle East major power or infrastructure experience is advantageous.
