About This Role

I. Job Responsibilities

Work Location: Dubai, UAE.Take overall charge of all human resources-related businesses in the Middle East and Africa region (focusing on Saudi Arabia, the UAE, and South Africa), be responsible for the compliance and efficiency of regional HR operations, and support business development and team building.

  1. Overall HR Management : Formulate and implement HR strategies, management systems and processes for the Middle East and Africa region. Optimize core modules including recruitment, compensation and benefits, employee relations, attendance and performance by integrating labor laws and cultural differences in Saudi Arabia, the UAE and South Africa.
  2. Recruitment & Talent Pooling : Oversee recruitment for core and frontline positions across the region, establish a talent reserve system for the Middle East and Africa, control recruitment quality and efficiency, and reduce employee turnover rate.
  3. Compensation, Benefits & Compliance Management : Be familiar with labor laws and regulations, social security policies, tax rules and compensation & benefit standards in Dubai, Saudi Arabia and South Africa. Manage the design of regional compensation systems and the implementation of benefit programs (e.g., social security, housing fund, paid leave, etc.). Handle labor disputes, conduct contract compliance reviews, and process visa applications (work visas, business visas, etc.) in the region.
  4. Employee Relations & Team Building : Manage overall regional employee relations, establish sound employee communication mechanisms, and address employee complaints and labor relation coordination. Organize employee training and team-building activities across the region.
  5. HR Team Management : Coordinate collaboration with the headquarters HR department and regional business departments to align HR operations with business development.
  6. Data Statistics & Analysis : Be responsible for the statistics, sorting and analysis of regional HR data, including recruitment completion rate, turnover rate, compensation costs, etc., and generate HR analysis reports to provide data support for regional management decision-making and system optimization.
  7. Cross-Regional Coordination : Coordinate HR work in Saudi Arabia, the UAE, South Africa and other countries, resolve cross-national connection issues of regional HR businesses, ensure the efficient implementation of HR policies and processes in the three countries, and maintain a rational regional human resource allocation.

II. Job Requirements

  1. Education & Major : Bachelor’s degree or above in Human Resource Management, Business Administration, Psychology or related fields.
  2. Work Experience : At least 5 years of HR management experience, including a minimum of 3 years of overall HR management experience in the Middle East and Africa region.
  3. Core Competencies : Strong overall planning, communication, coordination and problem-solving abilities; capable of independently handling complex regional HR issues (e.g., cross-national labor disputes, compliance risk control).
  4. Language Requirements : Proficient in English (fluent listening, speaking, reading and writing) as a working language; proficiency in Arabic and Chinese is preferred.
  5. Other Requirements : Able to adapt to the working environment in Dubai and accept occasional business trips to Saudi Arabia and South Africa; identify with the company’s corporate culture, and possess strong execution and teamwork spirit.
