Health Safety Environment Engineer

Role overview

Responsibilities

• Implement and monitor the project HSE Management System in line with company, client, consultant, and regulatory requirements.
• Ensure compliance with UAE HSE laws, construction safety regulations, and authority requirements; manage project HSE activities from mobilization through completion.
• Conduct site inspections, safety audits, risk assessments, and compliance checks.
• Prepare and review risk assessments, method statements, JSA/JHA, HSE plans, emergency response plans, and inspection reports.
• Identify unsafe conditions and practices and ensure timely corrective and preventive actions.
• Lead incident, accident, near-miss, and dangerous-occurrence investigations and prepare detailed reports.
• Conduct toolbox talks, HSE inductions, training sessions, and safety awareness programs.
• Monitor civil works, excavation, scaffolding, lifting, work at height, temporary works, concrete works, MEP interfaces, and other construction activities.
• Coordinate HSE matters with project managers, construction managers, engineers, consultants, clients, subcontractors, and regulatory authorities.
• Maintain HSE records, statistics, inspection and training records, permits, and compliance documentation; monitor subcontractor HSE performance.
• Participate in emergency drills, ensure emergency preparedness, and promote a proactive zero-accident / zero-incident safety culture.
• Prepare and present HSE reports, dashboards, statistics, and presentations to management and project stakeholders.

Mandatory requirements

• Minimum 10 years of total HSE experience, including substantial UAE/GCC building construction experience.
• Proven experience in high-rise building construction projects.
• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
• NEBOSH IGC is mandatory.
• SARS / SARSS certification or card is mandatory where applicable to the project or authority requirements.
• Strong knowledge of UAE HSE legislation, construction safety standards, and regulatory requirements.
• Proven experience implementing HSE Management Systems and strong knowledge of risk assessment, incident investigation, corrective action, and preventive action.
• Experience conducting HSE training, toolbox talks, inductions, and awareness programs.
• Strong report writing, documentation, and presentation skills; proficiency in MS Office, particularly Excel and PowerPoint.
• Strong leadership, communication, coordination, and team-management skills; ability to liaise with clients, consultants, subcontractors, management, and authorities.

Preferred certifications

• IOSH, OSHA, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, and other recognized HSE or environmental certifications are preferred.
• Immediate joiners are highly preferred.

Key skills and competencies

• HSE management systems, construction safety, high-rise construction, and UAE HSE regulations.
• Risk assessment and JSA/JHA; incident and accident investigation; safety audits and inspections; method statement and RAMS review.
• Permit to Work, work at height, scaffolding and temporary works, lifting and crane safety, and excavation and civil works safety.
• Emergency preparedness, toolbox talks and HSE training, environmental management, ISO 45001 / ISO 14001, and HSE reporting and documentation.
