Role overview

Lead tendering and cost estimation for utilities infrastructure projects across the UAE.

Projects may include water, sewerage, stormwater, power, district cooling, and telecom networks.

The role requires commercial acumen, technical knowledge, and management of multiple tenders within strict deadlines.

Responsibilities

Lead estimation from tender receipt through bid submission.
Review tender documents, drawings, BOQs, specifications, and contract conditions.
Prepare cost estimates, pricing strategies, and commercial proposals; conduct quantity take-offs and validate BOQs.
Coordinate with Engineering, Procurement, Planning, QS, and Operations for technical and commercial inputs.
Obtain quotations from subcontractors and suppliers and evaluate commercial offers.
Analyze bid-stage project risks and opportunities; develop value-engineering solutions that optimize cost while maintaining quality.
Prepare tender clarifications and participate in pre-bid meetings.
Ensure compliance with client requirements and company estimation procedures.
Maintain cost data for materials, labor, equipment, and subcontractors.
Present bid summaries and recommendations to senior management and support post-tender client negotiations.

Candidate requirements

Extensive experience preparing competitive bids for large-scale infrastructure projects, including utilities.
Strong commercial acumen and technical knowledge.
Ability to manage multiple tenders within strict deadlines.
Candidate should be based in Dubai/UAE to attend a face-to-face interview.
