- The Instrumentation & Control (I&C) Inspector/Engineer (PMC) is responsible for providing site-level inspection, supervision, and assurance of all instrumentation and control works associated with the TSE pipelines and reservoir facilities contract. Acting as the client’s representative, the role ensures that I&C systems — including field instruments, sensors, transmitters, analyzers, PLC panels, control wiring, and interfaces with SCADA systems — are installed, tested, and commissioned in compliance with approved designs, project specifications, NWC/EXPRO requirements, Saudi regulations, and international standards.
- Their primary purpose is to:
- **Supervise I&C Works**
- – Monitor daily site activities to ensure correct installation, calibration, and integration of instruments and control systems.
- **Verify Quality & Compliance**
- – Inspect I&C equipment, cabling, loop checks, and functional tests to confirm compliance with project specifications and international standards (IEC, ISA, IEEE).
- **Ensure Safety & Reliability**
- – Enforce safe work practices in instrumentation installation, testing, and energisation, ensuring long-term system reliability.
- **Support Multidisciplinary Integration**
- – Coordinate with electrical, mechanical, SCADA, civil, QA/QC, and HSE teams to ensure seamless integration of I&C systems into the wider facility.
- **Identify & Report Risks**
- – Highlight deviations, non-conformances, or integration issues, escalating them for timely resolution.
- **Enable Commissioning & Handover**
- – Verify readiness of I&C systems for pre-commissioning, loop testing, and final commissioning, supporting smooth handover to operations.
Summary
:
The purpose of the I&C Inspector (PMC) is to act as the frontline assurance representative for instrumentation and control works on the TSE pipelines and reservoir facilities contract.
By ensuring accuracy, safety, and compliance in all I&C installations and tests, the role supports the successfuldelivery of
fully functional, integrated, and reliable control systems, enabling efficient operation in line with Saudi regulatory standards and Vision 2030 objectives.
1. Site Supervision & Monitoring
- Oversee day-to-day I&C works, including installation of instruments, sensors, transmitters, analysers, PLC panels, and associated cabling.
- Ensure installations are carried out in accordance with IFC drawings, method statements, ITPs, and manufacturer’s recommendations.
- Verify that calibration and configuration of instruments are performed correctly and recorded.
2. Quality Assurance & Compliance
- Conduct inspections of instrument mounting, cabling, junction boxes, control panels, and termination works.
- Confirm that I&C equipment complies with project specifications, NWC/EXPRO standards, and international codes (IEC, ISA, IEEE).
- Ensure loop checks, point-to-point verifications, and functional testing meet quality and performance requirements.
3. Health, Safety & Environmental Oversight
- Enforce HSE requirements for I&C activities, including energisation protocols, confined space entry, and electrical isolation (LOTO).
- Identify unsafe practices during instrument installation, cabling, or testing, and ensure corrective actions are implemented.
- Support PMC and contractor HSE teams in site audits and risk assessments.
4. Contractor Oversight
- Monitor EPC contractor and subcontractor performance in executing I&C works.
- Witness FATs, SATs, calibration, and functional testing of instruments and control systems.
- Ensure timely resolution of NCRs, site observations, and integration issues with SCADA and electrical systems.
5. Coordination & Interface Management
- Work closely with electrical, SCADA, mechanical, civil, and QA/QC inspectors to integrate I&C works into overall facility construction.
- Support interface management for field instrumentation with SCADA and DCS systems.
- Participate in daily coordination meetings to resolve site-level issues and align work sequencing.
6. Documentation & Reporting
- Maintain daily inspection logs, calibration records, and test sheets for all I&C works.
- Raise and track NCRs, technical queries, and corrective actions related to instrumentation systems.
- Contribute to weekly and monthly progress reports with updates on I&C installation, testing, and commissioning status.
7. Testing, Commissioning & Handover
- Witness and validate loop checks, instrument calibration, PLC logic verification, and integration testing with SCADA.
- Confirm readiness of I&C systems for energisation, pre-commissioning, and final commissioning.
- Review as-built records, calibration certificates, and handover dossiers for client acceptance.

1. Qualifications
- **Academic**
- :
- + Diploma or Bachelor’s degree in Instrumentation & Control Engineering, Electrical Engineering, Electronics Engineering, or a related discipline from a recognised institution.
- + Additional training in instrument calibration, loop testing, and control system commissioning is an advantage.
- **Professional Certifications**
- :
- + Certification in instrumentation inspection, automation, or industrial control systems (e.g., ISA, IEC, or equivalent) is desirable.
- + HSE-related certifications such as LOTO, Confined Space Entry, or Electrical Safety are advantageous.
- + Membership of a professional body (ISA, IEEE, IET, or Saudi Council of Engineers (SCE)) preferred.
Experience
- **General Experience**
- :
- + 5–08 years of relevant experience in I&C inspection, testing, and commissioning for large-scale infrastructure or utility projects.
- + Minimum 5 years in water, wastewater, TSE pipelines, reservoir facilities, or pumping stations.
- **Pipeline & Reservoir Specific**
- :
- + Proven experience in inspection of field instruments, sensors, transmitters, analyzers, PLC/DCS panels, and SCADA interfaces.
- + Involvement in instrument calibration, loop checks, point-to-point verifications, FATs, SATs, and commissioning of process control systems.
- + Experience supporting integration of I&C systems with SCADA, electrical systems, and mechanical process equipment.
Technical Skills
- Strong knowledge of instrumentation installation, calibration, loop testing, and integration with SCADA systems.
- Proficiency in reviewing shop drawings, ITPs, method statements, and vendor submittals.
- Skilled in preparing and verifying instrument calibration records, loop check sheets, and commissioning documentation.
- Familiarity with IEC, ISA, IEEE, and Saudi standards for I&C systems.
- Competence in using digital inspection and reporting tools, EDMS, and test/calibration equipment.
