Job Purpose

  • The Electrical Inspector (PMC) is responsible for providing site-level supervision, inspection, and quality assurance of all electrical works associated with the TSE pipelines and reservoir facilities contract. Acting on behalf of the client, the role ensures that all electrical installations — including substations, switchgear, transformers, motor control centres (MCCs), pumps, cabling, lighting, and earthing systems — are executed in accordance with approved designs, project specifications, NWC/EXPRO standards, Saudi regulations, and international electrical codes.
  • Their primary purpose is to:
  • **Supervise Electrical Works**
  • – Monitor daily site activities to ensure electrical installations are executed in line with IFC drawings, method statements, and ITPs.
  • **Verify Quality & Compliance**
  • – Inspect materials, installations, and testing activities to confirm compliance with
  • IEC/IEEE standards, Saudi Electrical Codes, and project requirements

  • **Ensure Safety & Reliability**
  • – Enforce electrical safety practices on site and ensure systems are installed to guarantee long-term reliability.
  • **Support Multidisciplinary Coordination**
  • – Work closely with mechanical, civil, I&C, SCADA, QA/QC, and HSE teams to integrate electrical works into the overall project.
  • **Identify & Report Risks**
  • – Raise NCRs, highlight deviations, and escalate electrical-related risks to PMC management for timely resolution.
  • **Enable Commissioning & Handover**
  • – Verify readiness of electrical systems for
  • testing, energisation, commissioning, and handover
  • to client operations.

1. Site Supervision & Monitoring

  • Oversee day-to-day electrical construction activities, including substations, transformers, switchgear, MCCs, pump motors, cabling, lighting, and earthing systems.
  • Ensure works are executed in accordance with IFC drawings, method statements, and ITPs.
  • Verify contractor adherence to approved installation practices and electrical safety procedures.

2. Quality Assurance & Compliance

  • Conduct inspections of electrical installations, terminations, cable laying, and panel assembly.
  • Confirm all materials and equipment delivered to site match approved vendor lists and technical submittals.
  • Ensure compliance with IEC, IEEE, Saudi Electrical Codes, NWC/EXPRO standards, and project specifications.

3. Health, Safety & Environmental Oversight

  • Enforce electrical safety procedures, including lock-out/tag-out (LOTO), grounding/earthing, confined space entry, and energisation protocols.
  • Report unsafe conditions and support the HSE team in conducting electrical hazard assessments.
  • Promote a safety-first culture in all electrical construction and testing activities.

4. Contractor Oversight

  • Monitor contractor and subcontractor performance in delivering electrical works to schedule and specification.
  • Witness key activities such as cable testing, insulation resistance checks, transformer installation, and switchgear energisation.
  • Verify that corrective actions are taken promptly for non-conformances and deviations.

5. Coordination & Interface Management

  • Collaborate with civil, mechanical, I&C, SCADA, QA/QC, and HSE teams to ensure integrated execution of electrical works with other disciplines.
  • Assist in resolving cross-discipline interface issues, including tie-ins and sequencing conflicts.
  • Participate in daily and weekly coordination meetings with contractors and PMC teams.

6. Documentation & Reporting

  • Maintain daily logs, inspection reports, and photographic evidence of electrical works.
  • Raise NCRs, site observations, and follow up on closure of issues.
  • Contribute to weekly and monthly reports, providing updates on electrical progress, risks, and compliance.

7. Testing, Commissioning & Handover

  • Witness and validate pre-commissioning and commissioning tests, including megger tests, high-voltage tests, continuity checks, and functional testing of MCCs and control panels.
  • Support verification of system readiness for energisation and integration with SCADA/I&C systems.
  • Review as-built documentation and assist in preparation of handover dossiers for client acceptance.

Qualifications

  • **Academic**
  • :
  • + Diploma or Bachelor’s degree in Electrical Engineering or a related discipline from a recognised institution.
  • + Additional training in electrical inspection, testing, and safety management is advantageous.
  • + Certification in electrical safety (e.g., NFPA 70E, OSHA, NEBOSH) or quality systems (ISO 9001, ISO 45001) preferred

Experience

  • **General Experience**
  • :
  • + 8–12 years of relevant experience in electrical inspection and construction supervision.
  • + Minimum 5 years’ experience in infrastructure, water, wastewater, or reservoir facility projects.
  • **Pipeline & Reservoir Specific**
  • :
  • + Proven experience in substations, transformers, switchgear, MCCs, pump motor installations, cabling systems, lighting, and earthing systems.
  • + Hands-on involvement in electrical testing, commissioning, and energisation of medium- and low-voltage systems.
  • + Experience in working with SCADA and I&C teams on system integration.
  • **Regional/GCC Exposure**
  • :
  • + Previous work experience in Saudi Arabia or GCC, preferably for government or utility clients (NWC, EXPRO, municipalities).
  • + Familiarity with local utility approvals, inspections, and handover procedures.

Technical Skills

  • Strong knowledge of electrical installations, standards, and testing procedures (IEC, IEEE, NFPA, SEC, and Saudi codes).
  • Proficiency in reviewing method statements, ITPs, shop drawings, and electrical submittals.
  • Skilled in conducting inspections of cabling, terminations, earthing systems, transformers, MCCs, and switchgear.
  • Proficiency in preparing NCRs, site inspection reports, and electrical testing documentation.
  • Familiarity with EDMS systems, digital reporting tools, and basic design review software.
