About This Role

Job description

  • The Senior Quantity Surveyor is responsible for the management of project costs, measurement, valuations, and commercial reporting to ensure the pipeline and reservoir contract is delivered within budget and in compliance with contractual and client requirements.
  • The role safeguards financial efficiency by overseeing cost planning, change management, and subcontractor accounts, while ensuring transparency and alignment with standards, Saudi regulations, and international best practices.
  • Their primary purpose is to:
  • **Control Project Costs**
  • – Monitor, analyse, and control project expenditures against approved budgets and forecasts.
  • **Ensure Contractual Compliance**
  • – Administer and validate measurements, valuations, and payment applications in accordance with the contract.
  • **Manage Variations & Claims**
  • – Evaluate and recommend change orders, claims, and adjustments to ensure fair and timely resolution.
  • **Support Procurement & Subcontract Management**
  • – Oversee subcontractor measurement, certification, and final accounts.
  • **Provide Commercial Insight**
  • – Deliver accurate cost reports, cash flow forecasts, and commercial advice to project leadership and the client.
  • **Promote Transparency & Integrity**
  • – Ensure that all cost and valuation practices are ethical, auditable, and aligned with both client and industry standards.

Summary

:

The purpose of the Senior Quantity Surveyor is to act as the

custodian of cost and commercial accuracy

on the

pipeline and reservoir contract

, ensuring that project expenditures, valuations, and claims are managed transparently, efficiently, and in compliance with client and regulatory requirements.

1. Cost Planning & Control

  • Prepare and maintain
  • project cost plans and budgets for pipelines, reservoirs, pumping stations, and associated works.
  • **Monitor expenditures against approved budgets**
  • , highlighting variances and recommending corrective actions.
  • Support earned value management (EVM) by linking cost data with schedule progress.

2. Measurement & Valuation

  • Undertake detailed measurement and quantification of works in accordance with contract provisions and industry standards (CESMM, POMI, FIDIC).
  • Certify interim payment applications, variations, and final accounts for contractors and subcontractors.
  • Ensure valuations are fair, accurate, and adequately documented.

3. Change & Claims Management

  • Assess and evaluate variations, change orders, and claims, ensuring compliance with contract requirements.
  • Support the Contracts Manager in the negotiation and resolution of claims and disputes.
  • Maintain a clear record of all changes and their impact on cost and time.

4. Procurement & Subcontract Administration

  • Assist in the preparation of tender documents, bills of quantities, and bid evaluations for subcontract packages.
  • Review subcontractor quotations, certify payments, and settle final accounts.
  • Ensure subcontract terms are consistent with main contract obligations.

5. Commercial Reporting

  • Prepare accurate monthly cost reports, cash flow forecasts, and commercial dashboards for senior management and client representatives.
  • Provide early warning of cost overruns, risks, or commercial issues impacting the project.
  • Support project reviews and audits with transparent, traceable commercial records.

6. Risk & Value Management

  • Identify cost-related risks and opportunities, contributing to risk registers and value engineering exercises.
  • Support cost-benefit analyses and recommend strategies for cost optimisation.
  • Ensure risk-adjusted forecasts are incorporated into project reports.

7. Stakeholder Coordination

  • Collaborate with planning, contracts, procurement, construction, HSE, and QA/QC teams to ensure commercial accuracy.
  • Engage with client representatives on valuations, cost reporting, and claim substantiations.
  • Liaise with subcontractors and suppliers to maintain accurate accounts and timely settlements.

8. Continuous Improvement

  • Capture lessons learned in cost management and apply best practices to improve efficiency.
  • Promote transparent, ethical, and standardised approaches to commercial management.
  • Support the development of junior quantity surveyors and commercial staff.

Qualification, Experience & Skills

Qualifications

  • **Academic:**
  • + Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • + Master’s degree in Construction Law, Commercial Management, or Project Management (preferred).
  • **Professional Certifications (mandatory/strongly preferred):**
  • + Membership in a recognised professional body (e.g., RICS, CIOB, CIArb).
  • + Training in FIDIC contracts administration and claims management.
  • + Certification in cost control, procurement, or contract law (desirable).
  • **Local/Regional Requirements:**
  • + Registration or eligibility with the Saudi Council of Engineers (SCE).
  • + Familiarity with local guidelines, Saudi procurement law, and GCC commercial practices.

Experience

  • **General Experience:**
  • + 12–15+ years of professional experience in quantity surveying and commercial management.
  • + At least 7–10 years in a senior QS role on major EPC or PMC projects.
  • **Pipeline & Reservoir Specific:**
  • + Demonstrated experience in measurement, valuation, and cost control for pipelines, reservoirs, pumping stations, and associated civil/mechanical works.
  • + Proven ability to manage variations, claims, and final accounts in water sector infrastructure projects.
  • + Familiarity with international standard methods of measurement (CESMM, POMI) and FIDIC-based contracts.
  • **Regional/GCC Exposure:**
  • + Direct experience in Saudi Arabia or GCC countries, ideally on government utility or water authority projects.
  • + Collaboration with multinational EPC contractors, PMC consultants, and client-side representatives.

Technical Skills

  • Expertise in measurement, valuation, and cost reporting for civil and electromechanical works.
  • Strong knowledge of FIDIC contracts, claims management, and dispute resolution procedures.
  • Proficiency in cost reporting tools, ERP systems, and Microsoft Office (Excel advanced level).
  • Skilled in cash flow forecasting, budget monitoring, and cost-benefit analysis.
  • Competence in preparing bills of quantities, tender evaluations, and subcontractor accounts.

Soft Skills

  • Excellent communication and negotiation skills with clients, contractors, and subcontractors.
  • High level of integrity, transparency, and attention to detail in commercial dealings.
  • Analytical and problem-solving mindset with ability to manage complex claims and disputes.
  • Adaptability to work in fast-paced, multinational project environments.
  • Fluency in English (essential); Arabic desirable for Saudi/GCC projects.
