Purpose

  • The Senior Mechanical Engineer (PMC) is responsible for providing technical leadership, oversight, and assurance for all mechanical engineering aspects of the TSE pipeline contract. Acting on behalf of the client, the role ensures that all mechanical works — including pipelines, pumping stations, valves, fittings, reservoir appurtenances, and auxiliary systems — are designed, procured, constructed, tested, and commissioned in compliance with standards, Saudi regulations, and international engineering codes.
  • Their primary purpose is to:
  • **Provide Technical Assurance**
  • – Review and validate contractor designs, hydraulic calculations, equipment specifications, and method statements to ensure compliance with contractual and regulatory requirements.
  • **Oversee Mechanical Works Execution**
  • – Supervise the construction, installation, and quality control of pipelines, pumping systems, and associated mechanical equipment.
  • **Safeguard System Integrity & Reliability**
  • – Ensure mechanical systems are designed and installed to achieve long-term durability, operational efficiency, and maintainability.
  • **Support Multidisciplinary Integration**
  • – Coordinate with civil, electrical, I&C, SCADA, and HSE teams to ensure seamless integration of mechanical works with overall project requirements.
  • **Drive Compliance & Risk Management**
  • – Identify risks associated with mechanical systems, enforce safety and quality standards, and ensure corrective measures are implemented.
  • **Enable Commissioning & Handover**
  • – Ensure readiness of all mechanical systems for
  • testing, commissioning, and final handover
  • to client operations, including validation of as-built records and O&M documentation.

The purpose of the Senior Mechanical Engineer (PMC) is to act as the technical authority and oversight lead for all mechanical systems within the TSE pipeline contract, ensuring that works are executed to the highest standards of safety, quality, and reliability.

By providing technical assurance, construction supervision, and integration with other disciplines, the role safeguards the successful delivery and long-term performance of critical water infrastructure in alignment with Saudi regulations.

1. Design Review & Technical Assurance

  • Review and validate contractor designs, hydraulic calculations, piping layouts, valve schedules, and equipment specifications.
  • Ensure compliance with RCRC/NWC/EXPRO standards, ASME, API, ISO, and relevant Saudi/GCC regulations.
  • Provide technical recommendations to resolve design conflicts, improve constructability, and enhance operational efficiency.

2. Construction Supervision & Quality Oversight

  • Monitor on-site mechanical works, including pipeline installation, valve chambers, pumping stations, reservoirs, and associated fittings.
  • Verify works against approved method statements, ITPs, and QA/QC plans.
  • Conduct inspections and audits to confirm compliance with design intent, specifications, and safety standards.

3. Mechanical System Integrity & Safety

  • Ensure proper installation of mechanical systems to safeguard long-term reliability, maintainability, and operational safety.
  • Review and approve contractor submittals related to pressure testing, hydrostatic/pneumatic testing, welding, coatings, and mechanical completion procedures.
  • Identify risks such as equipment failure, testing hazards, or material defects and enforce corrective actions.

4. Multidisciplinary Coordination

  • Collaborate with civil, structural, electrical, I&C, SCADA, HSE, and QA/QC teams to ensure seamless integration of mechanical works.
  • Provide inputs for constructability reviews and interface management (e.g., penetrations, supports, tie-ins).
  • Support integration of mechanical systems with control, automation, and monitoring platforms.

5. Contractor & Subcontractor Oversight

  • Review contractor resource allocations, work programmes, and subcontractor proposals for mechanical activities.
  • Evaluate contractor performance against technical deliverables, schedule, and quality benchmarks.
  • Supervise specialist subcontractors responsible for welding, valve installations, pumps, and other key equipment.

6. Risk Management & Compliance

  • Identify and assess risks related to mechanical works, including delays, testing failures, safety incidents, and environmental concerns.
  • Ensure contractors effectively implement corrective and preventive actions.
  • Verify compliance with permits, environmental requirements, and statutory regulations.

7. Reporting & Documentation

  • Contribute mechanical engineering inputs for progress reports, dashboards, and compliance records.
  • Maintain accurate documentation of design reviews, inspection results, and test certificates.
  • Support preparation of claims, variations, and change orders related to mechanical works.

8. Commissioning & Handover Support

  • Verify readiness of pipelines, pumping systems, and reservoir mechanical installations for testing and commissioning.
  • Ensure completion of punch lists and close-out of outstanding NCRs.
  • Validate as-built drawings, O&M manuals, spare parts lists, and warranties for final client acceptance.

Qualifications

  • **Academic**
  • :
  • + Bachelor’s degree in Mechanical Engineering from a recognised university.
  • + Master’s degree in Mechanical Engineering, Project Management, or related discipline (preferred).
  • **Professional Certifications**
  • :
  • + Chartered or Professional Engineer status (e.g., ASME, IMechE, ASHRAE, or equivalent) desirable.
  • + Certification in project management (PMP, PRINCE2) or quality and safety systems (ISO 9001, ISO 45001, ASME Codes) is an advantage.
  • + Training in pipeline engineering, hydraulic systems, welding inspection, and pressure testing is highly regarded.
  • **Local/Regional Requirements**
  • :
  • + Registration or eligibility with the Saudi Council of Engineers (SCE).
  • + Familiarity with Saudi Aramco standards, NWC/EXPRO requirements, and GCC regulatory frameworks.

Experience

  • **General Experience**
  • :
  • + 12–15+ years of professional mechanical engineering experience in large-scale infrastructure or utilities projects.
  • **Pipeline & Reservoir Specific**
  • :
  • + Proven track record in pipeline projects (TSE, potable water, sewerage, or oil & gas) and associated facilities.
  • + Hands-on experience in pumping stations, reservoirs, valve chambers, and mechanical auxiliaries.
  • + Involvement in hydraulic analysis, welding, fabrication, corrosion protection, coatings, and pressure testing.
  • + Demonstrated participation in mechanical completion, FATs, SATs, and commissioning of pipelines and pumping systems.

Technical Skills

  • Expertise in pipeline design, mechanical systems, hydraulic analysis, and equipment specifications.
  • Proficiency in reviewing piping layouts, valve schedules, pumping equipment designs, and fabrication drawings.
  • Skilled in construction supervision, QA/QC processes, welding inspection, and coating application.
  • Competence in AutoCAD, Plant 3D, hydraulic modelling software, Primavera P6, and EDMS systems.
  • Strong knowledge of ASME, API, ISO, AWWA, and relevant Saudi/GCC standards.
