Purpose
- The Testing and Commissioning Specialist (PMC) is responsible for overseeing, coordinating, and assuring the proper execution of testing, pre-commissioning, and commissioning activities for all pipeline and reservoir systems under the contract. Acting as the client’s technical representative within the PMC team, the role ensures that all mechanical, electrical, instrumentation, control, and civil systems are tested, validated, and commissioned in accordance with project specifications, NWC/EXPRO standards, Saudi regulations, and international codes of practice.
- Their primary purpose is to:
- **Plan & Coordinate Commissioning Activities**
- – Review and approve contractor’s testing and commissioning procedures, schedules, and method statements.
- **Oversee Execution**
- – Witness and verify functional testing, pre-commissioning, and commissioning works across pipeline, reservoir, pumping, and control systems.
- **Assure Compliance**
- – Ensure that all tests meet contractual, regulatory, and safety requirements, including hydrostatic testing, performance validation, and system reliability checks.
- **Manage Documentation**
- – Review and confirm commissioning records, test certificates, and O&M manuals to ensure completeness and accuracy.
- **Facilitate Handover**
- – Support client acceptance by verifying that systems are safe, functional, and fully compliant for long-term operation and maintenance.
- **Support Operational Readiness**
- – Provide technical input to ensure seamless transition from construction to operational phase, aligning with client O&M requirements.
Summary
:
The purpose of the Testing and Commissioning Specialist (PMC) is to act as the assurance authority for all testing and commissioning works under the TSE pipelines and reservoir facilities contract.
By validating system performance, ensuring compliance with quality and safety standards, and overseeing readiness for operation, the role safeguards the project’s successful delivery, operational integrity, and long-term reliability.
1. Commissioning Strategy & Planning
- Review and approve EPC contractor’s testing and commissioning plans, method statements, and schedules.
- Ensure commissioning strategies align with project milestones, contractual requirements, and operational readiness.
- Identify critical commissioning activities and integrate them into the PMC master schedule.
2. Execution Oversight
- Witness and verify testing, pre-commissioning, and commissioning activities for pipelines, reservoirs, pumping stations, mechanical systems, electrical systems, and instrumentation.
- Oversee hydrostatic and pressure testing of pipelines, functional checks of equipment, and integrated system testing.
- Monitor contractor compliance with HSE requirements during all commissioning activities, particularly for high-risk works.
3. Compliance & Assurance
- Ensure all commissioning works comply with RCRC/NWC/EXPRO standards, Saudi regulations, and international codes (ASME, API, AWWA, IEC, ISO).
- Validate test procedures, acceptance criteria, and results against contract specifications.
- Ensure all non-conformances identified during testing are resolved before system handover.
4. Contractor & Stakeholder Coordination
- Liaise with EPC contractor’s commissioning team to coordinate site activities and resolve issues.
- Collaborate with PMC engineers, QA/QC, HSE, and planning teams to integrate commissioning with construction close-out.
- Interface with client representatives (NWC, EXPRO) to ensure commissioning milestones are achieved to their satisfaction.
5. Documentation & Handover
- Review and confirm commissioning documentation, including test certificates, inspection reports, punch lists, and O&M manuals.
- Verify accuracy of as-built records and system operating documentation.
- Support preparation of final commissioning dossiers for client acceptance and operational readiness.
6. Risk & Issue Management
- Identify risks related to system readiness, safety, or performance during commissioning.
- Recommend corrective actions and monitor contractor follow-up to prevent delays or failures.
- Support lessons-learned reviews and incorporate findings into continuous improvement initiatives.
7. Client Support & Operational Readiness
- Assist the client in verifying that all systems are fully functional, safe, and reliable prior to handover.
- Provide technical advice on O&M requirements and readiness of systems for long-term operation.
Qualification, Experience & Skills

Qualifications
- **Academic**
- :
- + Bachelor’s degree in Mechanical, Electrical, Instrumentation, or Civil Engineering from a recognised institution.
- + Additional training in commissioning management, systems integration, or water/wastewater infrastructure is an advantage.
- **Professional Certifications**
- :
- + Certification in project commissioning, testing, or project management (e.g., PMI-SP, CMRP, or equivalent) preferred.
- + Training in hydrostatic testing, electrical energisation, instrumentation calibration, and functional testing desirable.
- **Local/Regional Requirements**
- :
- + Registration or eligibility with the Saudi Council of Engineers (SCE).
- + Familiarity with RCRC/NWC/EXPRO commissioning standards, Saudi codes, and GCC water/wastewater infrastructure regulations.

Experience
- **General Experience**
- :
- + 8–12 years of professional experience in testing, pre-commissioning, and commissioning of large-scale infrastructure or utility projects.
- + Strong background in developing and reviewing commissioning procedures and schedules.
- **Pipeline & Reservoir Specific**
- :
- + Experience in commissioning pipelines, reservoirs, pumping stations, valves, control systems, and treatment facilities.
- + Proven expertise in hydrostatic pressure testing, pipeline disinfection, electrical and instrumentation system energisation, and functional performance testing.
- + Involvement in system integration testing and handover for long-term O&M.
- **Regional/GCC Exposure**
- :
- + Experience in
- Saudi Arabia or GCC projects
- , ideally under government or utility clients (e.g., NWC, EXPRO, or municipalities).
- + Knowledge of regional commissioning standards and client-specific acceptance criteria.

Technical Skills
- Strong knowledge of commissioning processes across mechanical, electrical, instrumentation, and civil disciplines.
- Proficiency in interpreting and validating commissioning procedures, test certificates, and acceptance criteria.
- Competence in managing factory acceptance tests (FATs), site acceptance tests (SATs), and integrated system testing.
- Skilled in preparing commissioning schedules, punch lists, and final handover documentation.
- Familiarity with international standards (ASME, API, AWWA, IEC, ISO) applicable to testing and commissioning.
