Director, PPP & Infrastructure Advisory

Overview

Key Responsibilities

• Develop and lead the PPP growth strategy across KSA and the wider GCC region
• Identify, originate, and pursue PPP opportunities across infrastructure and social sectors
• Build and maintain senior-level relationships with government entities, developers, contractors, operators, lenders, and advisors
• Lead PPP bids, consortium engagement, technical advisory pursuits, and strategic partnerships
• Support PPP structuring activities including procurement strategy, technical advisory, commercial coordination, and risk allocation
• Coordinate multidisciplinary technical teams during PPP pursuits and project delivery
• Build and mentor an internal PPP team and establish operational frameworks, governance processes, and bid management procedures
• Represent the business at industry forums, conferences, and strategic client engagements
• Provide market intelligence and strategic reporting to executive leadership

Candidate Profile

• 20+ years of professional experience with significant exposure to PPPs, infrastructure advisory, project finance, or large-scale infrastructure delivery
• Proven track record in PPP bids, concessions, DBFOM/BOOT models, or infrastructure transaction advisory
• Strong understanding of PPP frameworks, procurement processes, project lifecycle, and risk allocation principles
• Experience working with government entities, developers, contractors, operators, investors, and financial institutions
• Ability to develop client relationships and generate new business opportunities
• Strong commercial, strategic, and stakeholder management capabilities
• Experience in the GCC region, particularly Saudi Arabia, is strongly preferred
• Bachelor’s degree in Engineering, Finance, Economics, Business, or related discipline
• Postgraduate qualifications and PPP/project finance certifications are advantageous
