The Ministry of Community Empowerment (MOCE) is seeking a highly analytical and detail-oriented
Data Analytics Specialist
to join the
Organizational Excellence Team
within the Strategy Department. The successful candidate will support quality management and organizational excellence initiatives by analyzing institutional performance data, developing KPI dashboards, conducting benchmarking and trend analysis, and providing actionable insights to support strategic planning, management reviews, and continuous improvement.
The role requires a professional with strong analytical capabilities who can transform complex datasets into meaningful business intelligence, enabling evidence-based decision-making and enhancing organizational performance.
Key Responsibilities
- Collect, validate, analyze, and interpret organizational performance and quality data to support institutional excellence initiatives.
- Develop, monitor, and report organizational and departmental KPIs, ensuring alignment with strategic objectives.
- Design and maintain executive dashboards and performance reports using business intelligence and data visualization tools.
- Conduct data analytics, trend analysis, forecasting, and root cause analysis to identify opportunities for performance improvement.
- Perform benchmarking studies against local, regional, and international best practices and recommend improvement initiatives.
- Support Management Review meetings by preparing analytical reports, presentations, and performance insights.
- Analyze organizational maturity, operational performance, and quality indicators to support continuous improvement initiatives.
- Collaborate with business units to improve data quality, reporting accuracy, and performance measurement practices.
- Support the implementation of organizational excellence frameworks, including the UAE Government Excellence Model, EFQM, and quality management standards.
- Assist in organizational assessments, self-assessments, audits, and excellence award submissions.
- Develop data models and performance reports to support strategic planning and executive decision-making.
- Monitor the implementation and effectiveness of improvement initiatives and recommend corrective actions where required.
- Promote a culture of data-driven decision-making, innovation, and continuous improvement across the organization.
Qualifications & Experience
- Bachelor's degree in
- Data Analytics, Statistics, Business Analytics, Computer Science, Industrial Engineering, Business Administration
- , or a related discipline.
- Minimum
- 5 years
- of relevant experience in:
- Data Analytics
- Organizational Performance
- Business Intelligence
- Strategy
- Quality Management
- Organizational Excellence
- Experience working within a Strategy, Quality, Performance Management, or Organizational Excellence function is highly preferred.
• Advanced Microsoft Excel
- Power BI (strongly preferred)
- SQL
• Data Visualization & Dashboard Development
- Statistical Analysis
• Microsoft Visio (preferred)
- Knowledge of EFQM, ISO 9001, and the UAE Government Excellence Model is an advantage.
