Role Overview

Al Masaood Power Division is seeking a detail-oriented and commercially astute Contracts & Procurement Engineer (CPE) to support the delivery of our projects across the UAE and wider GCC region.

The role is responsible for managing the end-to-end procurement process and contract lifecycle for power generation equipment, spare parts, services, and related materials.

This position plays a critical role in ensuring cost-effective sourcing, supplier compliance, timely delivery, and adherence to company policies, quality standards, and regulatory requirements in the power and energy sector.

This role will collaborate closely with Projects, Procurement, Finance, Planning, and Site teams to oversee commercial performance, project costs, cash flow, and governance.

*Procurement & Contract Management*

  • Develop procurement strategies for equipment, sub-contractors and technical services aligned with project needs and business objectives.
  • Prepare RFQs, RFPs and tender documentation.
  • Conduct technical and commercial bid evaluations, including supplier capability assessments, cost analysis, and risk reviews.
  • Negotiate contracts, terms and conditions, pricing, delivery schedules, and payment terms with suppliers.
  • Draft, review, and manage purchase orders, supply agreements, framework contracts, and subcontracts.
  • Prepare detailed reports & forecasts in a timely manner.
  • Monitor and control project performance against approved budgets and commercial baselines.
  • Support the preparation of monthly commercial progress reports for senior management.
  • Identify cost overruns, contractual risks, and margin erosion at an early stage.

*Variations & Change Management*

  • Manage the preparation, tracking, negotiation, and close-out of variation orders (VOs), claims, and change requests.
  • Evaluate the commercial impact of changes, delays, acceleration, and scope revisions.
  • Maintain detailed variation and claims registers across all projects.
  • Contract Administration
  • Support the review and administration of client contracts, subcontracts, supplier agreements, purchase orders, and commercial correspondence.
  • Ensure compliance with contractual notice requirements and commercial obligations.
  • Identify and escalate contractual risks, liabilities, and exposures.
  • Assist in drafting formal commercial correspondence, notices, and responses.
  • Review subcontractor payment applications and certify valuations.
  • Monitor subcontractor performance against contractual and commercial requirements.
  • Support procurement and project teams by reviewing subcontract terms and pricing from a commercial perspective.
  • Manage contract variations, claims, and close-out activities.
  • *Reporting & Controls*
  • Maintain accurate commercial trackers, including cost reports, variation order registers, risk registers, payment trackers, procurement status trackers, and subcontract status logs.
  • Support the implementation of stronger commercial governance and reporting systems.
  • Work closely with planning teams to align cost reporting with project schedules and progress.
  • Ensure all procurement activities comply with company policies, ISO standards, local regulations, and HSE requirements.
  • *Stakeholder Coordination*
  • Liaise with Project Managers, Engineers, Procurement, Finance, and Site teams to ensure accurate commercial reporting.
  • Attend project review meetings and provide commercial updates to management.
  • Support client-facing commercial discussions as required.
  • Monitor supplier performance across quality, delivery, cost, and service, and resolve issues through corrective action where needed.
  • Collaborate with Engineering, Project Management, Sales, and After-Sales teams to align procurement with project timelines and technical requirements.
  • Track procurement KPIs, maintain accurate ERP records, and produce regular reports on spend, savings, and supplier performance.

Preferred Qualifications & Experience

  • Bachelor’s degree in Engineering, Supply Chain Management, or a related field, with at least 5 years of experience; alternatively, 5–8 years of experience in a similar Contracts & Procurement Engineer role within the last 12 years.
  • Experience in power generation EPC and maintenance projects, or data center projects, is an advantage.
  • Strong knowledge of supply chain processes and contract administration, with a proven track record of managing high-value procurement for technical equipment.
  • Experience working under FIDIC or similar contract forms.
  • Candidates based in the UAE or GCC with strong English proficiency are preferred.

  • Highly organized, proactive, and solutions-focused, with strong commercial and contractual awareness and willingness to travel to project sites as needed.
  • Excellent analytical and problem-solving skills, with strong attention to detail and the ability to perform well in a fast-paced, deadline-driven environment.
  • Strong understanding of contract law, risk management, and compliance requirements.
  • Strong presentation, meeting facilitation, and contract negotiation skills.
  • Self-motivated and adaptable with a strong willingness to learn and the ability to work independently or collaboratively within a team.
  • Strong reporting and forecasting capabilities across multiple projects.
  • Proficient in ERP systems such as SAP and Oracle, and in Microsoft Office, particularly Excel.
  • Knowledge of power generation technologies and suppliers is a strong advantage.
  • Strong communication and interpersonal skills; fluency in English is essential.

  • Accurate monthly reporting with improved visibility of project margin and risk exposure.
  • Timely submission and closure of variations and claims.
  • Effective subcontract management, reporting and governance across projects.
