Project and role overview

Parsons seeks a Construction Manager for its site-based Construction Supervision team on a major landmark development in Riyadh.

The project includes design, enabling, and main works for a large destination development with iconic assets, hospitality facilities, and supporting infrastructure.

The consultant provides independent end-to-end supervision and management through integration, testing, commissioning, and handover.

Responsibilities

  • Lead site construction teams and supervision staff; deliver works safely, on schedule, within budget, and to required quality standards.
  • Coordinate clients, stakeholders, consultants, and contractors to resolve technical and construction issues.
  • Review and approve construction plans, method statements, and work programs; monitor progress, risks, and delays and apply corrective actions.
  • Ensure HSE compliance and oversee contract administration with commercial and contracts teams.
  • Prepare progress reports, dashboards, and key metrics for management and the client.
  • Support change management, claims mitigation, and dispute resolution; mentor team members and promote high performance.

Required qualifications and experience

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field; a master's degree is an advantage.
  • At least 20 years of construction-management experience.
  • Proven delivery of large-scale infrastructure, development, or mixed-use projects, preferably in the Middle East.
  • Experience with complex multi-stakeholder projects, including streetscape, landscaping, and public-realm components.
  • Track record managing contractors, consultants, and multidisciplinary site teams.
  • Strong knowledge of construction methods, sequencing, and best practices; understanding of contract conditions such as FIDIC and commercial implications.
  • Leadership, communication, and stakeholder-management skills, with strong HSE and quality assurance/quality control commitment.
