Chief Property Development Officer

Position overview

Strategy and investment

• Develop the property development strategy and create a pipeline of viable projects.
• Evaluate concepts, product positioning, target markets, and development strategies.
• Set portfolio development standards, processes, and governance.
• Monitor Dubai/UAE market trends, regulation, supply, demand, and opportunities.
• Lead land acquisition and development opportunity evaluations.
• Review feasibility studies, financial models, costs, projected returns, and risk with investment and finance teams.
• Advise the Chairman/Investment Committee on acquisitions, disposals, and development strategies; support negotiations with landowners, investors, and partners.

Design, approvals, and delivery

• Oversee projects from concept through detailed design and approve key development decisions.
• Coordinate architects, consultants, project managers, contractors, and internal teams.
• Oversee planning and approvals strategies, regulatory compliance, authority relationships, and statutory processes.
• Provide executive oversight of programmes, budgets, procurement, construction progress, quality, risks, and project governance.
• Ensure projects meet approved business plans and timelines; resolve major development and delivery issues.

Commercial, sales, and leadership

• Manage portfolio commercial performance, costs, revenue assumptions, margins, returns, forecasts, and development risk controls.
• Identify ways to optimize development costs, project value, and returns.
• Work with Sales and Marketing on product mix, unit configuration, pricing, launch strategy, and customer requirements.
• Build and mentor a high-performing team, set responsibilities and KPIs, and develop organizational capabilities.
• Represent the company with investors, landowners, consultants, contractors, brokers, authorities, and other stakeholders.

Candidate profile

• Experienced and commercially driven property development executive.
• Real estate development expertise, commercial acumen, financial awareness, and design and technical understanding.
• Strong leadership capability and understanding of the Dubai/UAE property market.
