Chief Procurement Officer

About the role

Strategy and category management

• Define procurement strategy aligned with business plans, margin targets, and project pipelines across four divisions.
• Build category management that balances group-level leverage with division-specific needs.
• Advise executive leadership on make-versus-buy, subcontracting strategy, and supply risk during bidding and project planning.
• Own major Civil, MEP, Power, and Facilities Management procurement categories.
• Deliver savings through consolidation, strategic sourcing, framework agreements, and value engineering.
• Manage commodity price exposure through contract structures, forward buying, and price-adjustment mechanisms.

Suppliers and project delivery

• Run supplier and subcontractor prequalification, performance evaluation, and development programs.
• Oversee tendering, bid evaluation, negotiation, and award of major packages with commercial, contracts, and project teams.
• Align subcontract and supply agreements with main contract terms, including FIDIC where applicable, and establish clear risk allocation and payment terms.
• Manage supplier financial, capacity, HSE, quality, and concentration risks.
• Ensure timely materials and equipment delivery through expediting, logistics, and inspection processes.
• Coordinate long-lead items, import and customs planning, and site delivery with project managers.
• Resolve disputes, variations, and claims involving suppliers and subcontractors.

Governance, systems, and people

• Establish procurement policies, delegation of authority, approval workflows, internal controls, and audit readiness.
• Enforce ethical sourcing, anti-bribery standards, conflict-of-interest declarations, and fair tendering.
• Ensure compliance with local regulations, client requirements, and applicable local-content commitments.
• Lead digital procurement, including ERP integration, e-tendering, supplier portals, spend analytics, and contract management tools.
• Build and lead a procurement team across head office, divisions, and projects; set KPIs, develop succession, and foster accountability.

Experience and qualifications

• 20+ years in procurement, supply chain, or contracts within construction, EPC, MEP, or infrastructure, including at least 5 years in senior leadership.
• Experience across several of civil works, MEP packages, power and utilities projects, and facilities management.
• Track record of significant cost savings and stronger procurement governance in a multi-division organization.
• Strong subcontract procurement and negotiation experience for large-value packages and long-lead equipment.
• Working knowledge of FIDIC or equivalent construction contracts, Incoterms, letters of credit, and import and customs processes.
• Experience implementing or improving ERP and e-procurement systems.
