Role purpose

Drive international growth by identifying, developing, and securing business with governments, diplomatic missions, public-sector institutions, and strategic partners.

The organization delivers specialized services across geographies through operational expertise, technology-enabled solutions, and scalable service delivery.

Market expansion and relationships

  • Research markets, government priorities, demand, competition, and entry opportunities; develop market-entry strategies and expansion plans.
  • Build and manage a qualified international opportunity pipeline and identify new contracts, service locations, and service offerings.
  • Develop relationships with government authorities, ministries, embassies, consulates, diplomatic missions, and public-sector stakeholders.
  • Identify decision-makers, lead meetings and presentations, and develop long-term relationships supporting repeat business and expansion.

Tenders, proposals, and partnerships

  • Identify tenders, RFPs, EOIs, and procurement opportunities; assess requirements, eligibility, viability, delivery expectations, and deadlines.
  • Coordinate proposals and supporting materials with Operations, Finance, Legal, Technology, and other teams; manage submissions through award.
  • Develop strategic partnerships and commercial models; support negotiations and ensure alignment with governance, regulatory, and operational requirements.

Planning, reporting, and handover

  • Prepare market assessments, opportunity briefs, financial assumptions, business cases, forecasts, and recommendations for leadership.
  • Maintain CRM pipeline data and report on opportunity stages, contract value, success probability, deadlines, forecasts, and market progress.
  • Monitor competitors and procurement announcements; use market intelligence and performance data to refine priorities and improve conversion.
  • Validate proposed services and coordinate awarded-contract handovers, documenting client commitments, scope, timelines, terms, and implementation needs.

Qualifications and experience

  • Business Services or Government Services Outsourcing experience is mandatory.
  • Approximately 7–10 years in business development, international expansion, strategic partnerships, government contracting, corporate development, or a related commercial function.
  • Experience developing opportunities across multiple international markets and exposure to tenders, RFPs, proposals, negotiations, and complex sales cycles.
  • Bachelor’s degree in Business Administration, International Business, Economics, Finance, International Relations, or a related discipline.
  • Excellent written and verbal English communication skills; Arabic is advantageous.
  • Government or public-sector stakeholder engagement is strongly preferred; regulated service-delivery experience is highly advantageous.
  • Postgraduate qualification or relevant professional certification is advantageous; international travel is required as needed.

Technical and commercial skills

  • International business development, market-entry planning, market research, competitor analysis, and opportunity qualification.
  • Government stakeholder engagement, tender identification, RFP management, proposal development, negotiation, and partnership development.
  • Business-case development, commercial forecasting, CRM and pipeline management, and procurement and commercial-risk understanding.
  • Microsoft Excel, PowerPoint, executive presentations, and stakeholder reporting.

Deliverables and performance measures

Deliverables include an international expansion plan, qualified pipeline, tender tracker, market assessments, proposals, business cases, partnership plans, forecasts, dashboards, win/loss analysis, and contract handovers.

Performance measures include qualified pipeline value, new international revenue and contracts, tender success, conversion, market entry, proposal timeliness, CRM accuracy, stakeholder relationships, and successful handovers.

Candidate profile

The candidate should combine commercial judgment, relationship building, strategic thinking, negotiation, ownership, execution discipline, cultural awareness, integrity, discretion, and collaboration.
