Role Description

This is a full-time, on-site role for a Testing and Commissioning Manager based in the Riyadh region.

The role involves overseeing and managing the testing and commissioning activities of various projects, ensuring adherence to project schedules, quality standards, and regulatory requirements.

Responsibilities

include coordinating with contractors and other stakeholders, inspecting and approving installation works, preparing testing documentation, and troubleshooting issues during commissioning phases.

The manager will actively participate in project planning and contribute to the successful completion of assigned projects.

Qualifications

  • Strong expertise in Commissioning Management, with experience in planning, executing, and overseeing testing and commissioning processes.
  • Knowledge in Building Services systems, including electrical, mechanical, and electronic installations.
  • Proficiency in Project Management principles, including scheduling, budgeting, and resource allocation.
  • Experience with Contract Management and Procurement processes, including vendor coordination and compliance with agreements.
  • Excellent leadership and communication skills with the ability to manage teams and collaborate with diverse stakeholders.
  • Ability to problem-solve and make critical decisions under pressure in a complex environment.
  • Proven track record of managing testing and commissioning projects in the telecommunications or IT sector is highly desirable.
  • Bachelor’s degree in Engineering, Telecommunications, or a related field is preferred.
  • Familiarity with international standards and regulations in building and telecommunication projects is a plus.

Main Duties

  • Managing and coordinate activities and resources related to the testing, commissioning and customer acceptance of the delivered solution;
  • Propose and agree with the client the functionalities to be tested at the end of each stage;
  • Propose and agree with the client detailed test lists and procedures to be followed during the testing/acceptance phases;
  • Size/define staff and number of resources required to guarantee the testing and commissioning phase within the target time schedule and project budget;
  • Lead testing/commissioning/acceptance phase and manage all related issues in strict collaboration with PM;
  • Ensure progress of test and commissioning activities in accordance with project schedules and programmes;
  • Coordinate with QA/QC Manager and Construction Manager to plan the test and commissioning activities in line with corresponding progress of construction/site activities and progress of PICO;
  • Supervise the installation/configuration phase and early detect any potential issues that can affect the testing/ commissioning/ acceptance phase;
  • Ensure the availability on site of all the equipment and materials required to enable/support the testing;
  • Manage the T&C team and the works on site in compliance with HSE procedures and local/international standard and regulations applicable;
  • Coordinate with off-site Work Package Manager (Leonardo Italy based) to address and resolve any technical problem it may arise during T&C;
  • Review, comment and ensure approval on the T&C documents and submittals;
  • Monitor T&C and handover progress;
  • Create, collect, update all the documentation relevant for the testing/commissioning/acceptance phase
  • Ensure preparation and distribution of daily, weekly and monthly report and tracker of T&C progress;
  • Organize and manage daily meeting with T&C Engineers and Subcontractors to review the progress on site and prepare new plans to achieve T&C completion;
  • Attending to Client, Consultant and Subcontractor T&C progress meetings;
  • Follow up and implement decisions/actions from progress meeting;
  • Identify and advise project changes and delays as/when they arise;
