Tendering & Estimation Manager

About This Role

Job Objective:

Responsible for managing the complete tender and bidding cycle, starting from receiving tender documents, through analyzing drawings and technical specifications, calculating quantities and costs, preparing technical and commercial proposals, up to submitting the bid and negotiating with clients after award. Works in coordination with engineering, procurement, and finance teams to ensure the submission of competitive and profitable bids. Also supervises the estimation team, distributes tasks, and ensures adherence to timelines.

Duties and Responsibilities:

• Receive, review, and evaluate tender documents (drawings, specifications, bill of quantities).
• Attend site visits and tender clarification meetings with clients and consultants.
• Manage the tender period and plan it in coordination with team members.
• Prepare final tender document packages.
• Prepare cost estimates and price analysis.
• Calculate direct costs (materials, labor, equipment) and indirect costs.
• Allocate man-hours and price materials.
• Prepare project execution plans, schedules (bar charts), and manpower & equipment schedules.
• Distribute workload among estimation engineers and technicians.
• Train and guide new engineers and the estimation team.
• Assist management in selecting engineering and technical staff.
• Coordinate with the procurement department, suppliers, and subcontractors to obtain the best offers.
• Coordinate with vendors regarding technical inquiries on materials and equipment.
• Develop and maintain relationships with clients to secure future work opportunities.
• Prepare technical and commercial proposals and package them for company clients.
• Prepare and send Requests for Quotations (RFQ) and evaluate supplier offers.
• Provide engineering studies and value engineering solutions to reduce costs.
• Negotiate with suppliers to achieve the best prices and quality.
• Attend contractor selection interviews (including prior preparation).
• Conclude agreements and contracts in accordance with tender documents.
• Prepare periodic reports on supplier and subcontractor performance.
• Provide inputs and recommendations to management for the technical and economic execution of projects.
• Support the company's project site in all technical and commercial matters after award.

Qualifications:

• Bachelor's degree in Mechanical Engineering from a recognized university.
• Minimum 10 years of experience in estimation, pricing, and tendering in construction and contracting companies.
• Experience in mega projects (construction, infrastructure, fit-out, MEP).
• Strong proficiency in:
• CCS Candy
• Microsoft Excel
• Microsoft Word
• Microsoft PowerPoint
• AutoCAD
• Excellent leadership and communication skills (Arabic and English).
• Ability to solve problems and make decisions under pressure.

Certifications:

• PMP or CCP or CEP certification.
• Courses in MEP systems (HVAC, Fire Fighting, Plumbing) and BIM.
