Location: Riyadh, KSA | 

Report To: Supply Chain Director

Job Summary

Seeking an experienced Procurement Manager to lead procurement and contracts operations across multiple construction projects in KSA.

Key Responsibilities

·        Manage end-to-end procurement cycle from requisition through RFQ, PO issuance, and delivery

·        Issue RFQs, evaluate bids, and recommend supplier selection

·        Negotiate pricing, terms, and delivery schedules with suppliers

·        Approve purchase orders within delegated authority limits

·        Coordinate with site engineers to resolve technical specifications and urgent material requirements

·        Ensure timely delivery of materials to meet construction schedules

·        Manage contract administration and ensure compliance with agreed terms

·        Supervise procurement team (Engineers, Specialists, Officers, Purchasers)

·        Track supplier performance and maintain approved vendor register

·        Ensure compliance with ZATCA, VAT, and company procurement policies

·        Oversee procurement accountants handling VAT invoice processing

·        Prepare monthly procurement performance reports covering cost savings, OTIF, and supplier performance trends

·        Coordinate with logistics and warehouse teams on inbound delivery planning

·        Resolve supplier disputes, quality issues, and delivery delays

·        Train and develop procurement team members

Qualifications

·        Bachelor’s degree in supply chain, Business, Engineering, or related field

·        6–8 years procurement experience, with 3+ years in KSA/GCC construction

·        Certifications preferred: CIPS, CSCP, or CPIM

·        Fluent in English

·        RFQ issuance and bid evaluation

·        Supplier negotiation and contract administration

·        Construction material procurement (civil, MEP, heavy equipment parts)

·        Strategic sourcing in construction projects

·        VAT compliance (ZATCA)

·        ERP and procurement system proficiency

·        Team supervision and cross-functional coordination
