About This Role

Job Summary

We are seeking an experienced and highly skilled Technical Office Manager to lead the development, implementation, and continuous improvement of Project Management Office frameworks, processes, and governance structures. The ideal candidate will have extensive experience in project management consultancy, particularly within major government and semi-government programs, and a proven track record of delivering project excellence.

Key Responsibilities

  • Develop and implement comprehensive PMO plans, processes, and governance frameworks to oversee, coordinate, and report on all project activities.
  • Establish and maintain project management consultancy policies and procedures.
  • Develop project management frameworks and strategies, including standards, reporting templates, KPIs, performance dashboards, and continuous improvement initiatives.
  • Implement standardized project management and business analysis methodologies across projects.
  • Provide regular status updates to Project Management leadership, highlighting progress, risks, and improvement outcomes.
  • Develop and manage tools for project budgeting, fiscal control, contract administration, and quality assurance.
  • Conduct research and prepare reports related to operations, equipment, policies, procedures, and other organizational requirements.
  • Evaluate detailed project status reports and present key insights and business implications to executives and stakeholders.
  • Provide coaching, guidance, and leadership to project team leaders while maintaining high levels of integrity, motivation, and morale.
  • Perform additional duties as assigned by the Line Manager.

Qualifications & Requirements

  • Bachelor’s degree in Civil Engineering or a related discipline from an accredited university.
  • Minimum of 15 years of relevant experience in project management consultancy roles, including leadership of major government and/or semi-government programs and projects.
  • Proven experience delivering excellence in direct project management roles.
  • At least 5 years of experience in a PMO role, with strong knowledge of PMO tools, systems, and best practices.
  • Proficiency in relevant computer applications and project management software tools.
  • Ability to travel within the Kingdom to monitor project performance and ensure compliance with established procedures.
  • Excellent verbal and written communication skills in English.
