Role overview

Key responsibilities

• Optimize existing accesses and support efforts to enable new accesses; stay current on relevant program accesses.
• Educate analysts about available capabilities and opportunities; serve as a primary information contact for assigned stakeholders.
• Represent stakeholders and coordinate actions with Site Collection and Mission Managers, leadership, Collection Managers, and mission partners.
• Assess collection posture, extend collection using midpoint accesses, and recommend changes to categories and tasking.
• Troubleshoot dataflow, processing, and content-quality issues with internal and external organizations.
• Research collection and collateral data to develop targets and analytic strategies; identify target communications on global networks.

Required experience and qualifications

• At least 10 years of demonstrated SIGINT development analytic-support experience and knowledge.
• Within the last 10 years, at least five years with modern digital or optical telecommunications systems and protocols, telephony switching networks, or internet communications.
• Experience supporting DNR, DNI, and advanced technologies over IP, and troubleshooting dataflow, processing, and content-quality issues.
• Strong communication and coordination skills across analyst, stakeholder, leadership, and mission-partner groups.
• U.S. citizenship and a position-appropriate security clearance are required; the posting gives active TS/SCI clearance with an agency-appropriate polygraph as an example.

SIGDEV capabilities and desired skills

• Apply critical thinking and technology knowledge to make analytic determinations and identify analytic vectors.
• Use software applications and databases associated with SIGINT target development and SIGINT and collateral report repositories.
• Develop techniques and tools for collecting, evaluating, analyzing, documenting, locating, and presenting information.
• Independently perform SIGINT development and provide guidance to Level 1 and Level 2 contractor personnel.
• FISINT, ELINT, PROFORMA, XKS, and mission tools supporting SIGINT discovery and analysis are desired.
