Role Overview
Provides advanced analytic support for target discovery, access analysis, signal characterization, collection optimization, and development of assigned customer accesses.
Works with mission stakeholders, troubleshoots complex collection and data-flow issues, and guides junior and mid-level SIGDEV personnel.
Technology focus includes data and voice communications, DNR (voice/FAX), DNI, and advanced technologies over IP.
Must support on-call mission requirements outside normal core duty hours when needed and complete additional program security vetting.

Role overview

Responsibilities
- Research collection and collateral data to develop targets of interest and analytic strategies.
- Characterize signals and validate target networks, including DNR and DNI.
- Identify processing gaps affecting priority target technologies and protocols.
- Analyze repository metadata to develop target networks for targeting and exploitation.
- Improve targeting tradecraft and collection-tasking strategies with mission stakeholders.
- Troubleshoot data-flow, signal tasking, processing, and collection outages.
- Identify target communications and analytic vectors across relevant technologies and mission topics.
- Exploit foreign communications to identify, collect, analyze, process, and disseminate SIGINT information.
- Develop techniques and tools for collecting, evaluating, analyzing, documenting, locating, and presenting information.
- Conduct independent repository research to enhance target development.
- Optimize and develop assigned customer accesses and perform advanced SIGDEV activities.
- Guide Level 1 and Level 2 personnel involved in SIGINT development.
Required experience and capabilities
- At least ten years of demonstrated experience; the source description truncates the remainder of this qualification.
- Comprehensive knowledge of corporate repositories and analytic tools for metadata and content-quality troubleshooting and collection optimization.
- Experience exploiting foreign communications and using SIGINT target-development applications and databases.
- Ability to independently perform SIGDEV activities and guide Level 1 and Level 2 personnel.
- Ability to develop techniques and tools for information collection, evaluation, analysis, documentation, location, and presentation.
- Familiarity with SIGINT and collateral report repositories and independent research.
- Must complete additional program security vetting requirements.
Nice-to-have skills
- Experience with HCSO collection techniques and methodology.
- Prior Mission Management or Integrated Discovery Analyst experience.
- Basic Linux systems administration.
- Experience writing custom scripts to automate analytic workflows.
- Understanding of traffic fingerprints and micro-plugins.
