Key Responsibilities

  • Lead owner-side pipeline engineering activities through pre-FEED and FEED, ensuring designs and technical deliverables meet applicable safety, quality, regulatory and project requirements and are delivered in accordance with established milestones. Drive completion of the safe, quality and compliant pipeline pre-FEED design required for the January 31, 2027 submission, including drawings, material selection and preliminary design development, balancing safety, cost, constructability, long-term operability and asset integrity. Coordinate the timely preparation and quality review of drawings, reports and other technical documentation required to support permitting for the investigative program (February through August 2027) and the early works programs targeted for Q4 2027. Act as a key owner interface with UPI pipeline design teams and design leads, providing clear and timely direction on requirements from Pacific Link stakeholders and regulators and promoting alignment between owner expectations and Engineer of Record deliverables. Collaborate with UPI design teams to improve service standards, responsiveness, turnaround times, engineering quality and overall performance of the Engineer of Record. Conduct early and on-the-spot technical reviews of engineering deliverables and coordinate broader multidisciplinary or squad-check reviews during pre-FEED and FEED to identify and address issues before they affect regulatory submissions, permitting or downstream project activities. Identify, track and drive resolution of design requirements, technical queries, interfaces and engineering issues that are slowing or could constrain pipeline engineering progress, facilitate cross-functional resolution and escalate where required to maintain momentum and schedule. Coordinate across Pacific Link Engineering, Regulatory, Permitting, Operations, Integrity, Construction and other project stakeholders to ensure requirements are clearly defined, communicated, reviewed and appropriately incorporated into pipeline design and technical deliverables. Provide timely engineering status, risk and issue information to project leadership, highlighting material decisions, unresolved requirements, dependencies and actions required to protect submission, permitting and early works milestones. Qualifications and Professional Experience Post-secondary education in Mechanical, Civil, Pipeline or a related engineering discipline. Professional Engineer (P.Eng.) designation, or eligibility for registration with the applicable Canadian engineering regulator. 8 years of progressively responsible pipeline, major infrastructure, energy or comparable capital-project engineering experience, including experience supporting projects through pre-FEED and FEED. Strong knowledge of pipeline design, engineering deliverables, material selection, multidisciplinary design reviews and applicable technical, quality and regulatory requirements. Experience working in an owner organization or providing owner oversight of an Engineer of Record or external engineering consultant. Demonstrated ability to review technical deliverables, identify design and interface issues, and coordinate timely resolution across multidisciplinary teams. Experience supporting regulatory applications, permitting programs, investigative work or early works through complete, accurate and review-ready engineering documentation. Strong stakeholder and consultant-management skills, with the ability to translate project, regulatory and functional requirements into clear engineering direction. Sound technical judgment, communication and organizational skills, with the ability to manage competing priorities and time-sensitive project milestones in a complex project environment. Working Conditions Willingness and ability to travel as required. May need to provide support outside of regular business hours and/or on the weekend.
