Job Purpose

The Senior Manager – Infrastructure Finance (PPP & Investments) is responsible for end-to-end financial oversight of infrastructure and PPP projects, spanning financial control, concession accounting, investment analysis, and SPV management.

This role plays a critical part in supporting strategic decision-making across the project lifecycle - from bid stage through financial close to operations - while ensuring robust financial governance, compliance with IFRS (including IFRIC 12), and value creation across Modon's portfolio.

The role requires hands-on involvement across the

full PPP lifecycle including bid evaluation, financial close, construction, and operations

.

1. Financial Control & Reporting

  • Lead monthly, quarterly, and annual financial close processes in compliance with IFRS and Group policies
  • Ensure integrity of financial data, including general ledger, reconciliations, and intercompany transactions
  • Oversee preparation of financial statements and management reports
  • Lead balance sheet reviews and proactively identify financial risks and corrective actions
  • Coordinate with FP&A and Treasury on budgeting, forecasting, and cash flow planning

2. PPP & Concession Accounting (Critical)

  • Lead technical accounting for PPP and concession arrangements in line with IFRIC 12, IFRS 15, IAS 38, and IFRS 9 (as applicable)
  • Assess financial treatment of concession agreements (financial asset vs intangible asset models)
  • Review revenue recognition, lifecycle costing, and contract structures
  • Work closely with legal, technical, and commercial teams on contract interpretation
  • Support external audits related to complex infrastructure accounting

3. Investment Analysis & Project Finance

  • Lead review and challenge of financial models for PPP and infrastructure investments
  • Lead financial input into investment committee material and approvals
  • Evaluate project feasibility including IRR, NPV, DSCR, and funding structures
  • Support and contribute to bid strategy and financial structuring
  • Interface with lenders, financial advisors, and rating agencies on financing structures and due diligence
  • Provide forward-looking commercial and strategic insights

4. SPV & Portfolio Financial Management

  • Oversee financial management of project SPVs and joint ventures
  • Support board and audit committee reporting at SPV level
  • Ensure compliance with shareholder agreements, financing agreements, and Group policies
  • Monitor distributions, covenants, funding requirements, and cash flows
  • Support board reporting and interactions with partners and stakeholders
  • Drive consistency and standardization of financial reporting

5. ERP & Finance Transformation

  • Lead finance workstreams for ERP implementation and finance transformation programs
  • Drive process standardization, automation, and reporting enhancements
  • Act as finance SME for system design, controls, and integration
  • Develop scalable finance processes across multiple projects/SPVs
  • Drive data governance, reporting architecture, and system integration across SPVs/projects

6. Internal Controls & Compliance

  • Establish and monitor robust internal controls across finance processes
  • Ensure compliance with UAE regulations, tax laws, and relevant authorities
  • Coordinate with internal and external auditors and implement recommendations
  • Embed financial discipline within procurement and payment processes

7. Stakeholder Management & Governance

  • Collaborate with commercial, legal, technical, and project teams
  • Support senior management with financial insights and decision support
  • Foster strong financial governance and awareness across the organization

Qualifications

  • Bachelor’s degree in finance, accounting.
  • Professional qualification required:

Cpa / Acca / Cma

  • MBA or Master’s in Finance (Preferred)

Experience

  • 10–15 years of experience in infrastructure, PPP, or project finance environments
  • Proven experience in
  • PPP concession accounting (IFRIC 12)
  • Background in financial modelling and investment analysis
  • Experience managing SPVs / project companies / JVs
  • Experience in ERP implementation or finance transformation preferred
  • Big 4 + industry (infrastructure, utilities, or government-related entities) strongly preferred
  • Experience in transactions, bids, or financial close of infrastructure projects strongly preferred

Core Competencies

  • Deep understanding of PPP structures and concession agreements
  • Strong financial modelling and analytical capability
  • Solid grasp of IFRS and infrastructure accounting frameworks
  • Commercial acumen with ability to assess investments and risks
  • Experience dealing with lenders, advisors, and JV partners
  • Strong stakeholder management and communication skills
  • Ability to operate across multiple projects and entities
  • Ability to bridge finance, commercial, and contractual perspectives in infrastructure projects
