Job Description

Responsibilities

• Align procurement strategies with corporate objectives and client-specific standards; formulate category strategies aligned with regulatory requirements.
• Establish long-term agreements, bulk procurement orders, or blanket contracts with vendors.
• Conduct risk assessments and mitigation, especially for high-value or volatile commodities.
• Monitor industry trends, technology advancements, and potential suppliers to improve service quality and optimize cost risks.
• Develop strategic sourcing plans to optimize costs and facilitate high-level supplier and stakeholder discussions.
• Update and approve SOPs and lead cross-functional integration of category strategies.
• Delegate procurement requests; ensure timely processing and release of system purchase requests within agreed SLAs.
• Review and approve orders and process contracts for high-value package items.
• Select suppliers through comprehensive negotiation and reverse auctions; oversee end-to-end procurement and specification compliance.
• Manage vendor contracts, renewals, obligations, and disputes; monitor expenses and identify savings and efficiency improvements.
• Drive value engineering and alternative sourcing; respond to urgent procurement needs, including breakdowns.
• Monitor procurement audits and close protocol non-compliances.

Qualifications

• 15 years of experience in procurement, contracts, category management, vendor management, and risk management.
• Engineering degree required.
• CIPS Level 4, MBA, or equivalent preferred.
• Strategic procurement, category management, vendor management, contract management, and risk management capability.
• Decision-making, negotiation, spend analysis, FIDIC, MS Office, and ERP systems are listed.
• Short-notice requirements must be handled to meet client SLA/KPI needs; such urgency may reduce vendor negotiation power.
• Manage critical spares or OEM components restricted to base-build vendors to ensure compatibility, availability, and project progress.
