Role summary

Senior Cost Control Engineer role supporting oil and gas EPC projects, with emphasis on pipeline project budgets, forecasting, variance analysis, and reporting.

The role reports to the Project Controls Manager and works with Planning, Procurement, Construction, Contracts, and Finance.

Qualifications and experience

  • Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or equivalent.
  • Minimum 10–12 years of total EPC project cost-control experience and at least 5 years on oil and gas pipeline projects.
  • Previous experience as a Cost Control Manager or Lead Cost Engineer on major EPC projects.
  • Contractor-side EPC experience is mandatory; strong Excel capability is mandatory.
  • Middle East experience is preferred; ERP, SAP, or Oracle cost-system experience is preferred.

Cost systems, budgets, and reporting

  • Establish and maintain project cost control from approved contract value through final account.
  • Develop a cost breakdown structure aligned with the work breakdown structure and execution schedule.
  • Establish budgets for engineering, procurement, construction, subcontractors, temporary facilities, and indirect costs.
  • Maintain commitments, actual costs, accruals, forecasts, and Estimate at Completion across cost codes.
  • Prepare monthly reports covering budgets, commitments, actuals, accruals, forecasts, Estimate at Completion, variances, and cash flow.
  • Identify overruns and negative trends early and recommend corrective action.

Procurement, subcontractors, and pipeline costs

  • Monitor commitments against approved budgets before purchase orders or subcontract awards; ensure purchase orders are allocated to correct cost codes.
  • Track subcontractor commitments, variations, progress payments, and final accounts.
  • Maintain detailed pipeline construction cost control for right-of-way works, stringing, welding, NDT, coating, trenching, lowering-in, backfilling, crossings, tie-ins, hydrotesting, and reinstatement.
  • Maintain separate cost visibility for GCS/FMS, pigging facilities, valve stations, and other station works.
  • Track labor, equipment, and material costs against construction productivity; compare actual unit rates with tender and budget rates.
  • Monitor manpower and equipment utilization and identify idle or inefficient resources.

Forecasting, change, and commercial controls

  • Align forecasts with Planning's latest schedule and remaining durations, and support Earned Value Management.
  • Prepare and update monthly cash-flow forecasts using progress, procurement commitments, and schedule changes.
  • Monitor indirect costs and site overheads against budget and maintain contingency and management reserve records where applicable.
  • Evaluate cost impacts of changes, variations, additional work, and client instructions; support Contracts and Commercial with variation orders and claims.
  • Maintain a change register of approved, pending, and potential cost exposure.

Revenue, payments, and close-out

  • Track client certification, invoicing, and collection against contract milestones and progress; reconcile revenue, cost, and forecast margin monthly.
  • Identify potential margin erosion, report causes to project management, and provide cost input for recovery plans and alternative execution scenarios.
  • Prepare cost forecasts for management decisions before major procurement or construction commitments.
  • Validate subcontractor and supplier payment applications against progress and contractual entitlement, and maintain accruals for work performed but not invoiced.
  • Support project close-out, final cost reconciliation, and final account preparation; maintain records for audits, claims, and contractual substantiation.

Critical selection criteria

  • Mandatory: oil and gas EPC, cross-country pipeline, and contractor-side cost-control experience.
  • Mandatory: strong forecasting and Estimate at Completion capability, subcontract and procurement commitment control, and change or variation cost assessment.
  • Mandatory: construction productivity and unit-rate analysis, and control of direct and indirect project costs.
  • Must be able to work from site and challenge actual quantities, manpower, and equipment consumption rather than only prepare monthly spreadsheets.

Pay

  • Pay range is QAR 10,000–25,000 per month.

Work location

  • Work is in person.
