Mandatory Requirements

  • Valid UAE driving license
  • NEBOSH IGC certification
  • Minimum 1 year of field HSE experience
  • Fluent English
  • Strong technical writing skills
  • Proficient in MS Office

Job Summary

A field-facing role responsible for the day-to-day implementation and enforcement of HSE requirements across company project sites.

The HSE Officer will be the primary on-site QHSE representative, ensuring compliance with company procedures, client requirements, and applicable UAE regulations.

Key Responsibilities

  • Conduct daily site safety inspections and document findings using company standardized checklists.
  • Issue Safety Observation Reports, Violation Notices, and NCRs where required.
  • Verify Permit to Work (PTW) compliance before all non-routine, high-risk, and hot work activities.
  • Enforce proper PPE usage across site personnel and subcontractors.
  • Verify competency certificates (WAH, scaffold, first aid, etc.) before mobilization.
  • Maintain the site HSE Equipment Register, including inspection and expiry tracking.
  • Conduct HSE inductions and daily toolbox talks.
  • Investigate incidents and near-misses, preparing reports within the required timelines.
  • Prepare weekly and monthly HSE performance reports.
  • Support ISO audits, client HSE audits, and regulatory inspections.

Qualifications

  • Diploma or Bachelor's degree in Health, Safety & Environment, Engineering, or a related field.
  • NEBOSH IGC (mandatory).

Preferred Qualifications

  • OSHA, IOSH Managing Safely, or equivalent.
  • First Aid and Firefighting at Work certification.
  • Work at Height / Scaffold inspection awareness.
  • Familiarity with UAE OSH regulations.
  • Experience with ISO 45001 and ISO 14001 management systems.
