Role purpose and terms

Maintenance operations

• Establish and run maintenance offices and a central helpdesk, with staffing, shift rosters, SLAs, and escalation protocols.
• Oversee preventive, corrective, and emergency maintenance across building systems.
• Implement CAFM/CMMS for work orders, asset registers, inspections, and resident request tracking.

Facilities delivery

• Ensure reliable plumbing and sanitation, water supply, leak detection, drainage, and water-saving measures.
• Maintain landscaping, irrigation, and community spaces using climate-appropriate, water-efficient planting suited to Riyadh.
• Maintain electrical safety, HVAC, and lifts, with attention to peak-summer reliability.
• Set and audit standards for cleaning, pest control, waste management, and security.
• Manage civil and structural inspections, repairs, and refurbishment.

Vendors and resident experience

• Tender, negotiate, and manage facilities and specialist contractors, including performance, costs, SLAs, and penalties.
• Build a trusted supplier base balancing quality and affordability.
• Run responsive resident services, communications, satisfaction surveys, and complaint resolution.
• Support tenant onboarding, lease administration, community engagement, and Arabic/English communications.

Compliance, people, and financial management

• Ensure compliance with Saudi building codes, Civil Defense requirements, municipal rules, Ejar requirements, and applicable HSE standards.
• Lead safety audits, incident response, and business continuity planning.
• Lead, train, and develop maintenance managers, technicians, and supervisors, with emphasis on Saudization and local talent development.
• Own OPEX/CAPEX budgets, forecasts, and cost reduction; track service charges, arrears, and asset lifecycle costs.

Qualifications and experience

• Bachelor's degree in Property or Facilities Management, Engineering, Real Estate, Business, or related field; master's degree is an advantage.
• 12+ years in property or facilities management, including at least five years in senior leadership.
• Experience managing large residential or mixed-use portfolios; affordable or social housing experience is strongly preferred.
• Track record establishing or scaling maintenance operations and CAFM systems.
• Strong knowledge of Saudi real estate and regulatory requirements.

Skills and systems

• Strategic thinking and ability to advise at C-suite level; budgeting, financial acumen, and contract negotiation.
• Technical knowledge of MEP, plumbing, and landscaping; leadership, vendor management, and problem-solving.
• Excellent English communication; Arabic is highly desirable.
• Proficiency with CAFM/CMMS, ERP, and MS Office.
• Preferred certifications include RICS, IFMA CFM/FMP, BIFM/IWFM, PMP, NEBOSH, or IOSH.
