Project description and role

The project is a major infrastructure programme for a mixed-use development intended as a landmark destination in Riyadh.

KBR provides PMO services, enterprise-level governance, assurance, integration, and performance oversight across projects and programmes.

The Project Construction Director reports to the Programme Director and provides PMO-level oversight before and after project contract awards.

Main responsibilities

  • Oversee delivery and masterplan reporting across commercial, planning, and risk functions; recommend commercial strategy and oversee pre- and post-contract management.
  • Coordinate with PMCs on standard reporting for quality, commercial, planning, and safety; validate stage-gate progress and earned progress against baseline schedules.
  • Coordinate project cost reports, programme-wide annual budgets, and monthly cashflow reports.
  • Contribute to value engineering, identify scope-growth risks, and forecast milestone completion with PMCs and PMO planners.
  • Provide accurate status reports to support timely decisions and prevent schedule slippage and cost overruns; prepare project close-out reports.
  • Support portfolio risk management, governance, decision-making, and assurance in alignment with approved policies, frameworks, and systems.
  • Coordinate stakeholder identification, analysis, and engagement plans; identify stakeholder-management and third-party coordination risks.
  • Validate the Approvals Register and coordinate mitigations for health, safety, environmental, quality, project completion, taking-over, and defects risks.
  • Coordinate operational readiness, asset transfer, and the defects liability period between PMCs and the client; facilitate knowledge transfer.

Experience, skills and knowledge

  • Bachelor of Science degree in construction management, engineering, or architecture.
  • PMI-PMP, Professional Engineer, Member of the Institution of Civil Engineers, or equivalent.
  • At least 15 years managing major civil, infrastructure, and development programmes, including at least three years as a Project Director or Construction Director.
  • Working-level experience in logistics, planning, scheduling, risk management, cost estimating, project controls, and reporting.
  • Commitment to health, safety, environment, and quality; analytical and problem-solving skills with attention to detail.
  • Experience with Microsoft Office Suite and enterprise reporting platforms; excellent spoken and written English.

Competencies

  • Data analytics and visualization, reporting, problem solving, stakeholder management, and quality focus.
  • Continuous improvement, planning and organizing, collaboration and teamwork, customer focus, and data-driven decision-making.
