Procurement Engineer – Civil & Architectural

Role overview

Technical review and supplier evaluation

• Review project drawings, specifications, bills of quantities, and material requirements to identify suitable procurement solutions.
• Evaluate supplier technical capabilities, product quality, production capacity, and ability to meet project requirements.
• Support supplier prequalification and technical assessments with Engineering and QA/QC teams.
• Review proposals, technical submissions, samples, and compliance statements and identify deviations requiring clarification.

RFQs, bids, and purchase orders

• Prepare RFQs and ITBs incorporating approved drawings, specifications, quantities, and delivery requirements.
• Evaluate quotations for technical compliance, quality, delivery, and commercial suitability; prepare bid evaluations and comparison statements.
• Recommend technically acceptable suppliers and alternatives to the Procurement Manager.
• Conduct technical clarification meetings and support negotiations on pricing, delivery, warranties, guarantees, and after-sales support.
• Verify purchase orders and coordinate supplier drawings, technical data sheets, submittals, and approvals.

Engineering, delivery, and quality coordination

• Coordinate with project engineers, site teams, consultants, and QA/QC personnel to confirm material suitability and approval status.
• Resolve material-related technical queries, assess proposed alternatives, and coordinate corrective action for non-compliant materials.
• Align procurement activities with construction priorities and project schedules.
• Monitor supplier production and delivery commitments, especially for long-lead materials, and implement expediting measures for potential delays.
• Verify quality certificates, test reports, warranties, and inspection documentation and coordinate compliance with project standards.

Supplier performance and documentation

• Monitor supplier technical compliance, delivery reliability, responsiveness, and after-sales support; escalate persistent deficiencies.
• Maintain procurement registers, technical evaluations, compliance matrices, submittals, approvals, and correspondence.
• Prepare procurement status reports on pending approvals, delivery risks, and outstanding actions.
• Keep procurement records complete, traceable, and audit-ready.

Qualifications and experience

• Bachelor’s degree in Civil Engineering, Architectural Engineering, or another relevant engineering discipline.
• A postgraduate qualification in Procurement, Supply Chain Management, Construction Management, or Business Administration is preferred.
• Minimum six years of relevant procurement or technical engineering experience, preferably in construction, EPC, or contracting companies.
• Experience with procurement for large-scale, multidisciplinary construction projects.
• Strong knowledge of civil construction materials, specifications, installation requirements, and quality documentation.
• Experience preparing RFQs, evaluating technical bids, coordinating material approvals, and expediting deliveries.
• Understanding of procurement lifecycle, strategic sourcing, contract administration, and supplier performance management.
