Position objective

Define and govern the NOC operating model so front-office monitoring and L1 support for fiber, Core, IT (ITOC), and IXP domains are designed, staffed, tooled, and validated before Day-1 launch.

After launch, govern the managed service provider (MSP) NOC function.

NOC design and operations

  • Define NOC structure, monitoring scope, support processes, shift model, and escalation matrix.
  • Set monitoring thresholds for latency, jitter, packet loss, and availability, with alarm, auto-ticket, and escalation triggers.
  • Define alarm handling and correlation, fault classification and prioritization, ticketing, TAC escalation, and domain thresholds.
  • Set interfaces with change management, including planned maintenance visibility, change-freeze enforcement, and network change impact monitoring.
  • Specify OSS, NMS, EMS, monitoring platform, and real-time dashboard requirements.
  • Define interfaces between the NOC, TAC, field teams, SecOC, Application Services, and MSPs.
  • Define carrier peering and interconnection monitoring procedures for international exchange points and subsea landing stations.
  • Set NOC KPIs, SLA requirements, and performance reporting.
  • Define NOC staffing levels, operator skills, and training across domains.
  • Govern readiness simulations, dry runs, and acceptance-criteria sign-off; participate in cross-functional OAT for Day-1 readiness.
  • Define the IXP operating model, including route server procedures, peering policy governance, BGP fault handling, and member onboarding interfaces.

Qualifications and experience

  • Bachelor’s degree in electrical engineering or a related discipline.
  • At least 10 years in telecommunications network operations, with significant NOC leadership experience.
  • Strong experience designing or leading a NOC in a carrier or wholesale infrastructure environment.
  • Experience defining alarm management frameworks and NOC tooling requirements across converged network and IT environments.
  • Greenfield or build-to-operate program experience is preferred.
  • Strong knowledge of NOC operations, monitoring methodologies, and alarm management across network and IT domains.
  • Experience with IXP operations, including route server management, BGP monitoring, and peering policy governance.
  • Familiarity with NMS/EMS platforms, IT monitoring tools, and ITSM systems.
  • Strong analytical and problem-solving skills.
  • Strong written and verbal English communication; Arabic is an advantage.
  • Experience with MSP governance, vendor performance management, and continual service improvement in NOC operations.
