Role overview

Telecommunications and operations

• Lead operations, maintenance, and development of water OT telecommunications infrastructure supporting SCADA, tele-control, telemetry, and real-time data exchange.
• Ensure telecommunications and operational computing systems are available, reliable, resilient, and secure, minimizing service disruptions.
• Manage operational computing systems for real-time monitoring, control, and data exchange in line with applicable standards and regulations.
• Coordinate system integration and continuous improvement with Water Operations, IT, Cybersecurity, and other stakeholders.

Leadership and reporting

• Supervise staff and contractors and manage budgets, manpower, maintenance activities, resources, and performance.
• Evaluate staff work for quality, resource use, and compliance; introduce innovations and best practices.
• Prepare periodic management and progress reports and provide timely reporting in line with organizational policies.
• Address customer needs and requests promptly and support customer-focused service delivery.

Must-have qualifications

• Bachelor’s degree in Telecommunications, Electronics, Electrical, Computer, Network Engineering, or an equivalent engineering discipline.
• At least 6 years of relevant experience in telecommunications, OT networks, SCADA communications, telemetry, or industrial control environments.
• Strong industrial networking, routing and switching, fibre-optic and wireless communications, monitoring, redundancy, and fault diagnosis experience.
• Technical leadership, staff or contractor supervision, incident management, reporting, and stakeholder coordination capabilities.

Preferred qualifications

• A master’s degree in a related engineering, telecommunications, operational technology, or technology management field is preferred.
• Nine or more years of relevant experience, preferably in water, power, utilities, or critical infrastructure, is desirable.
• Certifications such as CCNA, CCNP, CompTIA Network+, ISA/IEC 62443, GICSP, PMP, or ITIL are preferred.
• OT cybersecurity, utility control centre, asset lifecycle, budget, contract, or major telecommunications upgrade project experience is desirable.
