Role overview

Infrastructure operations

• Lead lifecycle management of data center and telecom infrastructure and act as the owner’s representative for operational matters.
• Manage the operations and maintenance contractor against contractual obligations, SLAs, and KPIs.
• Lead multidisciplinary teams monitoring and auditing assets and maintenance activities.
• Oversee fiber, WAN/LAN, wireless, CCTV, passenger information systems, servers, storage, virtualization, backup, and disaster recovery.
• Establish performance frameworks, monitoring tools, KPI dashboards, and reporting mechanisms.

Compliance and delivery

• Ensure cybersecurity compliance, including risk management, vulnerability assessments, incident response, and security audits.
• Coordinate with stakeholders, contractors, consultants, and government authorities on system operation and integration.
• Review and approve maintenance plans, technical reports, procedures, and asset documentation.
• Develop risk mitigations for business continuity and support upgrades and digital transformation.

Education and experience

• Bachelor’s degree in Electronics, Telecommunications, or Computer Engineering, Information Technology, or a related engineering discipline.
• At least 15 years of progressive data center and telecom infrastructure design, operations, maintenance, and management experience in complex environments.
• Experience managing major infrastructure, transportation, smart city, or public-sector projects.
• Strong knowledge of data center technologies, network architectures, telecom systems, and operational support environments.
• Knowledge of cybersecurity frameworks and Saudi regulations and compliance requirements.

Required competencies

• Strong contract and vendor management, including performance monitoring and enforcement of contractual obligations.
• Leadership of multidisciplinary technical teams; analytical problem-solving and data-driven decision-making.
• Ability to establish and monitor KPIs, SLAs, and performance metrics.
• Stakeholder management, communication, reporting, asset management, maintenance, risk management, and business continuity planning.
• Excellent written and spoken English.

Preferred qualifications

• Relevant data center, telecommunications, network infrastructure, cybersecurity, or project management certifications are an advantage.
• Transit project experience and familiarity with BRT, metro, rail, smart mobility, ITS, and related international standards are preferred.
• Arabic proficiency is an added advantage.
