Senior Project Manager - Infra & Master Plan

Role overview

Planning and delivery

• Lead infrastructure project activities from inception through completion and develop execution plans, delivery strategies, and implementation roadmaps.
• Manage scope, quality, schedule, budget, safety, resources, construction activities, progress monitoring, and corrective actions.
• Coordinate design consultants, contractors, construction teams, and authorities; review engineering deliverables for constructability and project alignment.
• Manage design changes, technical issues, coordination meetings, and workshops.

Contracts, schedule and stakeholders

• Monitor contractual obligations; support FIDIC and infrastructure contract administration; review variations, claims, and change requests.
• Coordinate commercial teams on cost and contractual risks, negotiations, and resolution of contract matters.
• Develop schedules, track milestones and deliverables, plan recovery actions, and integrate engineering, procurement, construction, and commissioning.
• Lead stakeholder and client meetings and communicate project status, risks, challenges, and opportunities.

Risk, quality and HSE

• Identify and mitigate technical, commercial, operational, and schedule risks; maintain risk registers and lead review workshops.
• Ensure compliance with specifications and quality requirements; oversee QA/QC, inspections, audits, testing, punch lists, and close-out.
• Champion HSE culture, regulatory and client compliance, incident prevention, safety walks, inspections, and audits.

Team, controls and handover

• Lead multidisciplinary project teams and manage performance expectations, mentoring, workforce planning, and resource allocation.
• Monitor KPIs and prepare accurate executive project updates and reports.
• Coordinate utilities, underground infrastructure, traffic systems, utility relocations, authority approvals, and detours.
• Oversee testing, commissioning, operational readiness, documentation, project close-out, and asset handover to operations teams.

Qualifications and experience

• Bachelor's degree in Civil Engineering, Structural Engineering, Construction Management, or a related discipline.
• At least 20 years of major infrastructure and transportation project experience, including at least 10 years in transportation infrastructure project management.
• Experience delivering projects valued at USD 100 million or more.
• A related master's degree or MBA is highly desirable.
• PMP, PRINCE2, or equivalent certification is preferred; CEng, PE, or equivalent registration is highly advantageous.
• Abu Dhabi, UAE, or GCC infrastructure experience is highly preferred; experience in consultant, PMC, client-side, or major contractor organizations is desirable.
