Position summary

Safeguards assessment quality, consistency, and standards compliance for the Diploma Level 4 program.

Works with the Qualification Developer, SMEs, assessors, and trainers to ensure qualification design, assessment, and evidence meet NQC/SQC requirements.

Serves as an independent second line of quality assurance; verifies assessment instruments and decisions before certification.

Role details

  • Department: Academic Quality Assurance.
  • Employment type: Full-time, project-based for 12 months.
  • Location stated in the description: United Arab Emirates (Abu Dhabi/Sharjah).
  • Regulatory alignment: NQC and SQC standards and QFEmirates Level 4 descriptors.

Qualification and assessment verification

  • Review unit specifications, learning outcomes, and assessment criteria against QFEmirates Level 4 descriptors and NQC/SQC templates.
  • Check that assignments, practical observations, knowledge tests, and portfolios cover all criteria at the right level without gaps or duplication.
  • Ensure assessment methods are valid, reliable, fair, and safe for security contexts, including scenario- and simulation-based assessments.
  • Sign off assessment instruments and marking schemes before use; communicate findings and track corrective actions.
  • Sample assessor decisions across units, assessors, learners, methods, and sites using a documented strategy.
  • Verify learner evidence and assessment judgments; observe assessors and record outcomes.
  • Check assessment records, learner tracking sheets, and result submissions before external verification.

SME coordination and assessor support

  • Work with SMEs to ensure unit content, assessment tasks, and marking schemes reflect current security-sector practice and NQC/SQC specifications.
  • Route technical queries to relevant SMEs, record input, and ensure revisions are reflected before sign-off.
  • Invite SMEs to standardization meetings when technical benchmarks need agreement and record outcomes.
  • Lead assessor and trainer standardization meetings, induct new assessors, and identify development needs and support or CPD plans.

Compliance, records, and authority

  • Maintain sampling plans, verification reports, observation records, standardization minutes, and action logs in required formats.
  • Prepare for, host, and follow up NQC/SQC external verification visits and audits; close actions raised.
  • Keep assessment and verification policies current; monitor appeals, malpractice, and reasonable-adjustment cases under policy.
  • Report verification outcomes, risks, and trends monthly to the Programme Director.
  • Do not verify assessments personally delivered or marked; declare conflicts and hand samples to another verifier.
  • May withhold sign-off for non-compliant instruments or results, require reassessment or remarking, and escalate suspected malpractice or systemic issues.

Qualifications and experience

  • Essential: bachelor's degree in education, security studies, policing, law, or a related field.
  • Essential: recognized internal verification/internal quality assurance qualification plus a recognized assessor award.
  • Essential: at least 3 years assessing or verifying Level 3–5 vocational qualifications and hands-on experience with NQC- and/or SQC-accredited UAE programs.
  • Desirable: master's degree, external verifier or lead IQA award, and experience in security, policing, emergency services, or simulation-/VR-based assessment.
  • Essential: working knowledge of QFEmirates descriptors, NQC approval and verification requirements, and SQC assessment specifications.
  • Desirable: familiarity with international security-sector qualifications for benchmarking.

Language and other requirements

  • Essential: professional written and spoken English and Arabic for learner evidence and assessor records; bilingual Arabic/English is desirable.
  • Essential: eligible to work in the UAE and a clean security clearance record.
  • Desirable: membership in a professional assessment or quality assurance body.
  • Competencies include evidence-based judgment, standards fluency, constructive feedback, planning, integrity, confidentiality, and digital record competence.

Working relationships and performance measures

Works daily with the Qualification Developer; coordinates technical review with SMEs and sampling, observation, standardization, and feedback with assessors and trainers.

Coordinates sampling strategy and risk reporting with the Head of Academic Quality Assurance/Programme Director and records and visits with external verifiers and the client academy quality team.

Targets include verifying all instruments before first use, sampling every assessor and unit at least once per cohort, and keeping records audit-ready at least two weeks before external visits.

Targets include closing external verification actions by their due dates, holding a standardization meeting each assessment cycle, and closing assessor feedback actions within 10 working days.
