Overview
We are seeking a highly experienced and strategically driven HR Manager to lead and transform the Human Resources function within a dynamic engineering and design organization.
This role is critical in shaping the people strategy, strengthening organizational capability, and supporting business growth in a fast-paced, project-driven environment.
The ideal candidate will serve as a key strategic partner to senior leadership, ensuring that HR practices are fully aligned with business objectives, operational demands, and long-term workforce planning.
The role requires deep expertise in managing technical talent environments, including engineering, architecture, and multidisciplinary project teams.
You will be responsible for building a high-performance culture, developing scalable HR systems, and driving organizational effectiveness across all levels of the business.
This position requires both strategic vision and strong hands-on execution across the full HR lifecycle.
Key Responsibilities
- Lead the development and execution of a comprehensive HR strategy aligned with business growth, operational needs, and organizational transformation goals
- Act as a strategic HR business partner to senior leadership, providing insights on workforce planning, talent strategy, and organizational structure
- Oversee full-cycle recruitment and manpower planning for engineering, architectural, technical, and project-based roles
- Design, implement, and continuously improve performance management systems, including KPIs, OKRs, appraisal frameworks, and employee evaluation models
- Drive organizational development initiatives including succession planning, capability development, and restructuring programs
- Develop and implement employee engagement and retention strategies to build a strong, performance-driven culture
- Ensure full compliance with UAE Labour Law, HR policies, and regulatory requirements across all HR functions
- Manage and optimize compensation, benefits, and reward structures to ensure competitiveness and fairness
- Oversee end-to-end HR operations including recruitment, onboarding, HR administration, payroll coordination, and employee relations
- Lead workforce planning and manpower budgeting in coordination with finance and operations teams
- Support leadership in change management initiatives and organizational growth strategies
- Drive HR process improvements and support digital transformation of HR systems where applicable
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum 10+ years of progressive HR experience, including HR Manager-level responsibilities
- Strong UAE experience is mandatory
- Proven background in engineering, construction, architecture, or consultancy sectors
- Strong understanding of technical job families (Engineers, Architects, Designers, Project Managers, Site Teams)
- Demonstrated expertise in performance management systems, KPI frameworks, and organizational development
- Strong knowledge of UAE Labour Law and HR compliance standards
- Proven experience in workforce planning, organizational design, and restructuring
- Strong leadership, communication, and stakeholder management skills
- Ability to work in a fast-paced, multi-project environment
