HSE Manager

Role purpose

HSE leadership and project delivery

• Develop HSE strategy, policies, procedures, standards, management systems, objectives, KPIs, programs, and annual plans.
• Integrate HSE across project planning, design, procurement, construction, handover, and operations; advise senior management and project leaders.
• Oversee project HSE performance and contractor compliance; review plans, risk assessments, method statements, and emergency response plans.
• Conduct site inspections, audits, and management walkthroughs; ensure controls for high-risk construction activities.
• Maintain risk management, governance, reporting, documentation, and management review processes; monitor changes to laws and industry practices.
• Lead incident investigations, monitor trends, drive corrective actions, and maintain emergency preparedness and drills.
• Set contractor prequalification and performance requirements; support evaluation and mobilisation and escalate non-compliance.

Environmental performance and HSE culture

• Integrate environmental management into development and construction activities and monitor waste, pollution, water, energy, emissions, and construction impacts.
• Support sustainability objectives and environmental initiatives, monitoring, and compliance reporting.
• Develop HSE awareness, training, and engagement; promote visible HSE leadership and accountability.
• Maintain dashboards, KPIs, leading and lagging indicators, and performance reports; identify improvement opportunities.
• Coach and develop HSE professionals and site teams.

Qualifications

• Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
• Professional HSE qualification such as NEBOSH International Diploma or equivalent.
• IOSH, ISO 45001 Lead Auditor, ISO 14001, or equivalent qualifications are advantageous.

Experience and capabilities

• 8–12+ years of relevant HSE experience; property development, real estate, construction, PMC, or engineering consultancy experience is preferred.
• Strong experience in property development and/or large-scale construction, including managing HSE across multiple projects, contractors, and stakeholders.
• Strong knowledge of UAE HSE legislation, regulatory requirements, and construction safety practices.
• Experience with HSE systems, audits, risk assessments, incident investigations, and contractor management.
• Strong understanding of environmental management and sustainability in development and construction.
• Ability to engage with senior management, project directors, consultants, contractors, and regulatory authorities.
• Strong leadership, communication, analytical, and stakeholder management skills.
